Job Description
The City of Anaheim Planning and Building Department seeks a dynamic Senior or Associate Planner to support the Advanced Planning section of the Planning Services Division. The initial primary duties for this position will be to manage a comprehensive General Plan update, which will include an update of the Housing Element pursuant to State law requirements, zone reclassifications, and zoning code amendments to streamline and facilitate the development of housing at all income levels. The position will also assist with and/or manage regional planning and land use policy assignments, and process zoning code amendments for the Code Streamlining and Improvement Program.
Depending on candidate qualifications and Department needs, the selected candidate may be assigned to duties across the Planning Services Division, which also includes Current Planning, Planning Information, Historic Preservation and the Business Assistance Program. While the primary anticipated work function is for Advanced Planning, the Planner should also have experience with plan review and the processing of development projects for administrative and/or discretionary review and implementation of the California Environmental Quality Act as described in the following essential functions for each position.
Candidates must possess a minimum of two years of responsible urban planning experience from a municipal planning agency supplemented by a Bachelor’s degree from an accredited college or university with major course work in urban planning, architecture, or a related field. A graduate degree and/or American Institute of Certified Planner (AICP) from the American Planning Association is desired.
This is the advanced journey level class in the Planner series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed and the complexity of duties assigned. Employees perform the most difficult and responsible types of duties assigned to classes within this series. Employees at this level are required to be fully trained in all procedures related to the assigned Planning Department area.
Associate Planner
This is the full journey level professional class in the Planner series. Employees within this class are distinguished from preceding level in the Planner series by the performance of the full range of duties as assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class are generally filled by advancement from the Planner level, or when filled from the outside, require prior experience.

Ability to: Lead, organize, and review the work of professional and technical staff; independently perform the most difficult planning projects; interpret, explain, and enforce department policies and procedures; analyze and compile complex technical and statistical information; manage and coordinate the work of consultants; assist in implementing goals, objectives and practices in providing effective and efficient program services; assist in the analysis, evaluation and modification of current and advanced planning methods and procedures; interpret and explain division policies and procedures; analyze site design, terrain constraints, circulation, land use compatibility, utilities and other urban services; participate in a variety of public and board meetings; make public presentations and recommendations on various advanced and/or current planning issues and concerns; interpret and explain City and program policies and procedures; effectively negotiate, implement, and administer contracts and agreements; work independently; make sound and supportable recommendations; analyze and assess community needs; assist in the preparation and administration of large and complex budgets; prepare clear and concise administrative and financial reports; analyze and evaluate new service delivery methods, procedures and techniques; develop creative approaches to, and concepts for, addressing planning problems; research, analyze and evaluate new zoning regulations and procedures; interpret, apply and ensure compliance with federal, state and local policies, procedures, laws and regulations; prepare clear, concise, thorough and accurate technical reports; work independently in the absence of supervision; understand and follow oral and written instructions; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.
License/Certification Required: Possession of an appropriate, valid driver’s license.
