MASTER PLANNING DIVISION AND POSITION DESCRIPTION
The Master Planning Division conducts strategic planning, long-term land use planning and forecasting for the Harbor Department. Through these functions Master Planning helps align the Port’s long-term strategic objectives and development priorities with the requirements of the California Coastal Act.
Under the direction of the Director of Master Planning, the Manager of Land Use Planning manages, as well as conducts a full range of land use planning studies, and helps present the results of these studies to parties both inside and outside the Harbor Department.
EXAMPLE OF DUTIES
- Manages the evaluation of short and long-range land use proposals for consistency with the Port Master Plan and coastal development policies.
- Manages the development and application of integrated land use tools and models to assess the anticipated impacts and trade-offs of development proposals.
- Manages updates and amendments to the Port Master Plan.
- Leads Department coordination with the Department of Gas & Oil as it relates to the MOU between the departments and oil operations in the Harbor District.
- Supervises Master Planning staff in performing their daily responsibilities. Assists with the setting of Division goals and objectives, and evaluating the Division’s effectiveness in achieving them. Evaluates employee performance, prepares annual performance reviews and provides coaching for performance improvement or for other areas. Interviews and recommends employees for hire.
- Coordinates with the Transportation Planning and Environmental Planning Divisions in the evaluation of Coastal Act issues, land use plans, and projected terminal operational data for use in environmental documents.
- Represents the Port when coordinating with other City departments, the California Coastal Commission staff, regional planning organizations and other public entities in the implementation of port developments and plans. Represents the Port at public meetings, hearings and other similar public forums.
- Analyzes, researches, prepares and presents oral and written reports to Commissions, Committees, and Boards.
- Manages the delivery of geographic information system (GIS) services to the Bureau as necessary.
- Participates in the development and administration of the Division’s annual personnel and non-personnel budget, annual work plan and portions of the Strategic Business Plan.
- Issues and manages contracts and ensures compliance with contract provisions.
- Plans, supervises and allocates resources.
- Trains and mentors staff and provides leadership with respect to career development.
- Performs other duties as required.
Required Experience / Skills / Education
The preferred candidate for this position should demonstrate in-depth knowledge of coastal planning and city planning best practices as they relate to Port operations. Experience in the maritime industry and an understanding of port and terminal operations are highly desirable. The successful candidate must also be an effective leader, able to lead a small team of staff to complete competing projects under deadlines.
The successful candidate must be an individual with exceptional verbal and written communication skills who can work effectively with Port stakeholders, including the Board of Harbor Commissioners, senior management and Port staff. S/he must be able to work collaboratively to achieve desired results and convey superior professional standards and unyielding integrity. S/he must demonstrate leadership skills that include maturity, vision and an ability to establish and maintain effective working relationships with all levels of employees.
EDUCATION, KNOWLEDGE & EXPERIENCE
Requirements for the position include:
- Bachelor’s Degree in Urban and Regional Planning, Economics or a related field is required.
- Master’s Degree or advanced coursework in these disciplines is desired.
- Requires a minimum of five years of recent, progressively responsible professional-level work experience in planning and analysis with a strong understanding of the California Coastal Act, coastal planning, and maritime industry trends. Two years must be in a team leadership position.
- Previous supervisory experience is preferred.
- A history of successfully working with people from diverse backgrounds and areas of technical expertise is required.
- Proficiency with personal computers, including word processing and spreadsheet applications is required.
- Work experience in the goods movement industry highly preferred; preference given to experience in other Port environments.
- Familiarity with the California Coastal Act and its relationship to Port activities required.
- Must be a hands-on manager with strong technical knowledge, business writing and presentation skills.
- Must have a history of effective partnerships and problem-solving.

COMPENSATION & BENEFITS
The Port of Long Beach has established an annual salary for this position of $135,000. An attractive package of executive level benefits is also included, with the opportunity of working in one of the most diverse and dynamic areas of the United States. The Port’s generous benefits package includes:
- Deferred Compensation – several plans available
- Retirement – CalPERS 2% @ 62, coordinated with social security (with a 6.5% payroll contribution)
- Group Health Insurance – medical (an HMO and a PPO), dental options (two plans to choose from) and vision coverage available for employee and dependents
- Life Insurance – City-paid life insurance policy of $20,000 plus executive insurance benefit equal to three times annual salary up to a maximum of $500,000
- Disability Insurance – City-paid short and long term disability insurance
- Vacation – 12 days after one year of service; maximum of 20 days after 19.5 years of service
- Sick Leave – 12 days per year
- Executive Leave – 5 days per year
- Holidays – 9 designated holidays per calendar year, plus 4 personal holidays
- Bereavement Leave – 3 days for death or critical illness of immediate family member plus 3 days of accrued sick leave
- Annual Physical – provided by the City
Relocation is not available for this position.
