About the Position:
ESA is seeking add a Business Group Director to lead and grow our transportation practice in Southern California. The position is focused on the provision of high-quality leadership and management for transportation infrastructure projects within the Southern California region. The position will have a strong emphasis on servicing ESA’s Southern California transportation clients, which include state, regional, and local agencies and municipalities. A broad and dynamic outlook, vision, and approach is necessary in addressing the needs of our clients and markets in the Southern California region.
The Southern California Transportation Business Group Director will lead the group and be responsible for its continued advancement and growth in strategic markets such as Los Angeles County, Inland Empire, Orange County, and San Diego County. Critical responsibilities include client interface and leadership roles, such as business development and marketing, contract leadership and management, and internal team management and leadership. Specific responsibilities include:
- Lead business development and marketing activities targeting local and regional transportation agencies and engineering firms within Southern California.
- Generate new contracts from existing and new clients for the following transportation market segments: road and highways, rail, transit, aviation, and active transportation.
- Plan, execute, and deliver complex projects in a collaborative environment involving a range of technical specialists, including planners, engineers, and other technical staff.
- Manage projects from initiation to close and ensure clients’ needs are met—this includes determining project staffing requirements, negotiating scopes of work, directly managing internal project teams and subconsultants, and meeting schedules and budgets.
- Manage preparation of detailed studies and environmental documents, oversee and interpret technical analyses, and lead and support a wide range of planning and permitting projects.
- Perform quality assurance and quality control functions.
- Mentor and advance the professional development of staff within the group.
- Create the group’s business and strategic plans and ensure plan implementation.
- Promote and ensure collaboration across the disciplines and the firm.
- Build ESA’s reputation with potential new staff (recruitment).
- Support the business group through the hiring process for new staff, as necessary, to grow the practice meet revenue goals.
- Be responsible for overall group financial performance, including group margin performance, project pricing and multiplier, and write-offs.
- Address financial and performance issues, as needed.
The Southern California Transportation group currently includes senior project managers who have been particularly successful in developing a strong backlog of projects and securing opportunities requiring project management, environmental analyses, and compliance roles within the region. The group is supported by the region’s 130+ staff, including environmental specialists and scientists (biological resources, cultural resources, air quality and climate change, noise, etc.). The Transportation Business Group Director would be responsible for furthering the advancement and growth of ESA’s transportation business within the Southern California region in accordance with ESA’s 5-year Strategic Plan. The position would ideally be within our Los Angeles office (Irvine is also a possible option).

Required Experience / Skills / Education
An ideal candidate must possess effective problem-solving ability, client interface and management experience, exceptional writing and communication skills, and demonstrated experience in effectively developing and managing project budgets and timelines, as well as managing performance of internal technical teams and subconsultants. The candidate must have experience directing and managing CEQA and NEPA analyses for surface transportation projects, including road and highway, transit, or other transportation-focused projects. Knowledge of other environmental laws and policies is also required in order to broker ESA’s wide range of services to our transportation clients. Experience with federal, state, regional, and local transportation agencies and knowledge of current issues is essential, particularly in Southern California. In addition, the ideal candidate will have an understanding of federal, state, and local transportation funding programs (e.g., legislation, measures) and experience with transportation planning policy development. The ideal candidate must be knowledgeable of federal and state transportation agencies’ (such as but not limited to FHWA, FTA, FRA, FAA, and Caltrans) project development processes.
This role requires the initiative, confidence, and tenacity to uphold ESA’s strong work ethic, to work collaboratively in a multi-disciplinary team environment, and to manage to our fiduciary responsibility as an employee-owned firm. Qualified candidates will have at least a BA/BS in a related discipline and 20+ years of experience, preferably in the environmental consulting industry. A master’s degree and/or registered professional is desired. The position will be calibrated to a candidate’s level of experience.
