The current opening is in the Community Development Department, Housing Division. The Senior Management Analyst will serve as the lead on the City’s housing initiatives, as well as perform responsible analyst duties for the Department.
Purpose
Under general supervision, performs a wide variety of highly complex analytical activities within an assigned functional area. Positions in this class serve as team lead within the Management Analyst series. A team lead provides general and specific direction to subordinates as assigned by senior staff members.
Distinguishing Characteristics
This is the advanced-level class in the Management Analyst series. This class is distinguished from the Management Analyst by oversight responsibility in a variety of functions, and the difficulty and complexity of work performed. It also requires the use of a high degree of independent judgment in making decisions. This class may also include duties within the Water Conservation Analyst classification and may utilize the working job title of “Water Conservation Specialist.”

This is a senior level position in the Management Analyst series. A person in this position performs many of the following responsibilities, which depending upon in which specific department he or she is assigned, may include the job duties listed within the Water Conservation Analyst classification, depending upon in which specific department he or she is assigned: prepares advanced comprehensive reports and analyses; drafts ordinances and resolutions; coordinates municipal policies and procedures; assists in the preparation of the City budget, and monitors department expenditures; performs grants administration and human resources functions; administers Workers Compensation claims and City property damage claims; maintains and updates City vehicle and property schedules; monitors and updates appropriate insurance coverage on all City properties; participates in and assists with the City’s risk management evaluation program; approves invoices and purchasing for management or capital projects; project management or oversight of capital projects; procures and manages consultant resources; serves as team lead within the Management Analyst job series; provides general and specific daily direction to subordinates, and participates in their performance evaluation.
Serves as a representative or staff on committees, review boards and management study teams; coordinates committee activities, meetings, and related responsibilities; represents city with other governmental agencies and community groups as assigned.

Employment Standards
Education/Experience:
Graduation from accredited college or university with a bachelor’s degree in public administration or policy, political science or a related field, and at least three-years of increasingly responsible and/or complex analytical and administrative experience with a governmental agency, preferably within a municipal setting. A master’s degree is highly desirable and/or may be substituted for at least three years of related experience.
Knowledge of:
Basic research and report writing techniques and basic research and grant writing techniques; data collection and analysis; functional areas of governmental departments and agencies; and modern office methods, procedures and practices including automated word processing systems, excel, power point, adobe, and other software and statistical applications.
Ability to:
Communicate effectively both verbally and in writing; work independently; understand, interpret and apply related concepts; independently complete a variety of assignments; prioritize multiple work projects and meet deadlines; establish working relationships with other city departments, agencies, and the public.
Physical Demands:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
This is essentially a desk job. Physical demands include occasional lifting up to 25 pounds, some reaching, bending, walking, stooping, and squatting. Ability to hear and speak to the general public, and City staff on the telephone and in person. Hand and eye coordination are needed to operate office equipment. Strength, dexterity, coordination and vision to use keyboard and video/computer display terminal.
Working Conditions
Generally clean work environment with limited exposure to conditions such as dust, fumes, odors or noise. Requires traveling throughout the City and adjacent areas, and the attendance of occasional night meetings.
