Basic Function
- Directs, manages, and coordinates the performance of the Long Range Transportation Planning unit within the Countywide Planning and Development department in the development of the Long Range Transportation Plan (LRTP) and implementation and management of Metro’s new key initiatives which include Equity Platform, Sustainability and Bus Rapid Transit (BRT) Vision and Principles Study
Example Of Duties
- Directs the development and implementation of transportation policies, plans, programs, projects and services, including but not limited to development of a Long Range Transportation Plan and updated Short Range Transportation Plan(s)
- Leads a team of professional planners to develop innovative policies to support and implement Metro Board policies and directives, including but not limited to sustainability, equity, and infrastructure management
- Plans, develops, and administers department policies, procedures, work plans and budgets
- Develops scopes of work for contracts; resolves legal, contractual, and technical issues
- Provides policy, planning and program support to internal management, staff and various internal departments and outside agencies
- Directs the technical management, analysis and evaluation of transportation systems, regulatory developments, policy trends, and other related transportation options/opportunities
- Coordinates with other Departments, including but not limited to Operations, Program Management and Communications to ensure consistency in the planning, analysis, and prioritization of transportation projects and programs to ensure the equitable operationalization of Metro’s Strategic Vision and Long Range Transportation Planning goals
- Negotiates and executes major cooperative agreements
- Represents Metro before various public, private and government audiences
- Manages agency policies, plans, programs and projects to ensure compliance with appropriate laws and regulations
- Develops sub-regional plans in coordination with outside agencies, jurisdictions and other affected parties
- Coordinates policy, technical and funding interaction with local, regional and state entities
- Directs the development, application and evaluation of analytical, quantitative and statistical methods and tools
- Directs, prepares, and presents written and oral reports for management and Board policy decisions
- Develops, supervises, and manages priorities of work for staff and consultants
- Develops, reviews, and evaluates contractor proposals; negotiates award amounts; evaluates operating standards and work products; ensures productive use of contractors
- Directs and prepares comprehensive studies, evaluations, cost estimates, and reports needed to support Board of Directors’ policy decisions; advocate funding needs of Metro’s transportation programs; and assess future financial trends, opportunities, and constraints
- Develops, forecasts, and manages budgets to complete various plans, projects, and programs
- Evaluates proposed/enacted legislation for impacts on Metro programs and projects
- Leads special task forces, committees, panels, and peer groups on major issues as required
- Develops and trains subordinate staff to prepare next generation of managers
- Develops and delivers completed staff work to ensure quality projects, plans and programs from inception to close-out on time and within scope and budget, and that meets federal, state, and local laws and requirements
- Communicates and implements safety rules, policies, and procedures in support of the agency’s safety vision and goals; and maintains accountability for the safety performance of all subordinate employees
- Manages departments including developing, managing and adhering to Metro’s policies/procedures, budget and achieving units goals and objectives
- Contributes to ensuring that the EEO policies and programs of Metro are carried out
Required Experience / Skills / Education
Requirements For Employment
- Bachelor’s degree – Urban Planning, Public Administration, Engineering, Business Administration, or other related field
- 5 years of management-level experience in transportation planning or programming, project management, capital development, policy analysis, transit planning or proven abilities in planning, developing and implementing large scale, highly complex, multi-faceted transportation projects or programs with a minimum of 1 year of senior management-level experience leading a regionally significant transportation planning project that includes a community engagement component in policy development and implementation
- Master’s degree in related field preferred
Preferred Qualifications
- 7 years of management-level experience developing and implementing large scale, highly complex, multi-faceted transportation projects or programs with a minimum of 2 years of senior management-level experience leading a regionally significant transportation planning project that includes a community engagement component in policy development and implementation
- Familiar with long range planning theories and practices
- Familiar with SCAG’s Regional Transportation Plan processes and SCAQMD’s air quality planning and conformity rules
- Familiar with best planning practices and policies related to sustainability, community engagement and transportation equity
Knowledge
- Theories, principles, and practices of transportation and land use planning, urban design, environmental planning, sustainability planning, project management, funds programming, contract administration and negotiation, and business and public administration
- Applicable local, state, and federal laws, rules, and regulations governing transportation planning and programming for a public agency
- State and federal environmental processes
- Financial, analytical, statistical, and mathematical processes and procedures
- Organization policies and procedures of local, state, and federal government entities, including legislative and funding policies and procedures
- Modern management theory

- Manage the activities of a transportation planning and project development, including the environmental documentation process
- Plan, organize, and direct the work of specialized transportation projects and programs
- Analyze complex situations with competing interests, identify problems, recommend solutions, and evaluate outcomes
- Develop and expand system wide programs to ensure an integrated transportation network
- Develop and implement goals, objectives, policies, procedures, work standards, and internal controls
