Rosenheim & Associates, Inc. (R&A), is one of the Los Angeles area’s most prominent land use entitlement and consulting firms, with extensive expertise in land use planning and development issues, government and community relations, and entitlement process management, with a focus on land-use feasibility analysis, entitlements and project team management, as well as the post-entitlement work associated with condition clearance and building permit issuance. R&A has a long and successful history in marshaling complex land-use matters through the community and public affairs labyrinth and places a special emphasis on client satisfaction and service.
A Successful Candidate Will Have:
- At least 7 years of relevant professional experience with a progressively responsible role in the field of land use planning and entitlements.
- A strong interest in and enthusiasm for land use issues and trends, and in helping shape our communities.
- Experience with land use, administrative law, case processing, and zoning in the City of Los Angeles and other local jurisdictions, current State of California affordable housing laws, the California Environmental Quality Act (CEQA), and the Subdivision Map Act.
- Effective and efficient problem-solving capabilities with the ability to work independently and proactively, and to develop creative solutions to meet client and team needs.
- Excellent written and oral communication skills and strong analytical skills.
- Confidence representing the firm and its clients both at public hearings and community meetings.
- Ability to build, maintain, and leverage strong professional relationships with City staff and public officials.
- Ability to build, maintain, and leverage strong professional relationships with clients.
- Excellent organizational skills; Efficient and effective project and time management skills.
- Supervisory experience and the ability to oversee team members’ work while managing project workload.
- Ability to read and understand conceptual, schematic and construction drawings, review for consistency with applicable code provisions, and provide helpful input.
- Completed, at a minimum, a 4-year undergraduate degree, preferably in Urban Planning, Architecture, Public Policy, Real Estate Development, or a similar field.
Primary Job Duties:
- Conduct zoning code and planning document research and due diligence related to project sites and be able to translate the information gained into comprehensive zoning and feasibility analyses for Project sites. As applicable, review conceptual architectural design plans against the zoning constraints of the Project site.
- Collaborate with the project team on the design of the project, ensuring that the proposed design is consistent with zoning constraints, applicable design guidelines/criteria, and advising clients on entitlement options.
- Prepare and deliver effective, clear and concise oral and written arguments on behalf of clients to City staff, community groups, and elected officials.
- Client case and project management.
- Manage project team members relative to established timelines and objectives.
- Establish and maintain successful relationships with clients, City staff, Council office staff, other public agencies, and community members.
- Lead and/or participate in meetings with key stakeholders, community leaders and neighborhood council members.
- Understand City processes and procedures relative to the filing and processing of zoning cases.
- Prepare, submit, and monitor detailed project land use entitlement applications, including the preparation of various supporting exhibits and forms. Prepare written arguments, justifications, and Code-required findings in support of projects to demonstrate consistency with applicable City Planning goals, Community Plan/Specific Plan/Overlays, policies, and objectives.
- Assist in managing projects throughout the entitlement process. Maintain regular communication with applicable City staff and project team members and provide updates where needed.
- Train and oversee R&A associates to assist in the project management and land use entitlement process.
Required Experience / Skills / Education
