Willdan has been a consistent industry leader for 55 years providing all aspects of municipal and infrastructure engineering, including building and safety, public works, public financing, current and environment planning, grants management/administration, and construction management services. Willdan Engineering currently has an opening for a Senior Planner in the Los Angeles County area.

Responsibilities:

  • Provides lead direction to professional, technical and office support staff in assigned functional areas; instructs staff in work procedures and reviews and evaluates work performed; confers with personnel from other departments and agencies in coordinating work activities; meets with representatives of community organizations and other groups to encourage cooperative action or to resolve problems.
  • Performs professional land use and urban planning work, including current and advance planning, and implementation of the City’s General Plan; reviews complex zoning and development applications.
  • Performs complex research and analysis; performs major planning and zoning studies for development; investigates planning problems while considering legal and public relations aspects as well as planning and makes presentations of findings.
  • Prepares maps, graphs, charts, models and reports; plans, organizes and executes projects or surveys.
  • Provides information and assistance to developers, property owners and the public regarding laws, regulations, standards, policies and procedures related to the submission of plans, processing of applications and implementation requirements; performs field inspections; communicates and coordinates with other City departments and outside agencies.
  • Prepares staff reports, resolutions, reports, letters, zoning ordinance changes and environmental review documents; verifies zoning compliance for business licenses and In-Home business licenses.
  • Performs advanced planning activities, including major General Plan updates and amendments; monitors the effectiveness of the General Plan implementation, zoning and design guidelines; recommends action or petitions for general planning, zoning and development.
  • Reviews building, landscaping, fencing, signage, and Conditional Use permit applications and plans.
  • Coordinates various planning studies and related matters with consultants.
  • Receives and reviews development applications; assesses fees; establishes conditions for project approval; responds to public inquiries at the public counter, on the phone and through email.
  • Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.
  • Performs other duties as assigned.

Required Experience / Skills / Education

Requirements:

  • A Bachelor’s degree in urban planning or a related field;
  • A Master’s degree in urban planning or related field is highly desirable;
  • Experience in preparing and processing CEQA documents;
  • 6 – 8 yrs. in professional level land use and environmental planning
  • 3 or more years of experience working with a city or county, in current and/or advanced planning is highly desirable;
  • Thorough knowledge of complex principals of urban planning, development, zoning and redevelopment;
  • Methods and techniques of project management; and
  • Strong written and oral communication skills and experience in presentations before the Planning Commissions and/or City Councils.
