Infrastructure Engineers’ clients are primarily city and county government agencies. The Director position requires experience in managing a large and complex department of land use and environmental planners. The ideal candidate must be familiar with, and experienced in, current and advanced planning policies and procedures, project management, staff management, budgetary management, and someone who is a skilled organizer with leadership qualities. The Director will work in concert with the Planning Manager and the Environmental Planning Manager on projects such as Housing Element Updates, Specific Plans, Zoning Code Amendments, Comprehensive General Plan Updates, entitlements processing, development plan reviews, CUPs, ADUs, Commercial Cannabis Program applications, CDBG Program Administration, Prop 218, and Special District formations. They must be adept at giving public presentations, possesses the ability to turn adversity into opportunity, and who has great people skills. The Director will also oversee the Staff Augmentation Unit and will be responsible for oversight of planning staff assigned to our government agency clients. The ideal candidate will be experienced in municipal government operations, have working knowledge of standard software programs and operating systems used by municipal government, and be versed in today’s social media platforms and computer systems. Private sector consulting experience is an added plus. The position reports directly to the Executive Vice President of Development Services. The ideal candidate has an entrepreneurial spirit, is well-grounded, has a “can-do” attitude, can inspire, mentor, and motivate people, and has private- and public-sector experience.

Required Experience / Skills / Education
TYPICAL FUNCTIONS
- Oversees the recruitment, employment, evaluation, and release of staff and contract personnel
- Supervises all organization staff, either directly or indirectly, through senior staff
- Develops organization-wide or department-wide goals, objectives, policies, and procedures
- Prepares division/department/organization operations budget
- Oversees production of projects
- Reviews all departmental reports and presentations
- Evaluates planning-related legislation and applicability to department projects
- Evaluates proposals to local governments for organization’s planning consulting services
- Attends evening and weekend meetings when required
- Marketing and advertising of Development Services to current and new client base
- Active participation in proposal development
- Participate in executive team meetings
- Work with the Business Development Division in growing the Development Services Department
- Regular in-person and virtual interface with clients
- Organize and deliver quarterly training sessions to Land Use and Environmental Planning staff on current issues and legislation
- Be a source of motivation to enhance morale and performance levels of personnel
- Track project timelines and budgets and prepare monthly performance reports to ensure profitability
- Ensure that an 80% billability rate is maintained on all projects
- Lead weekly Department staff meetings
TYPICAL KNOWLEDGE
- Considerable knowledge of the theory, principles and techniques of the planning profession and development process
- Considerable knowledge of federal, state, and local laws, ordinances and codes pertaining to a wide variety of planning topics
- Considerable knowledge of principles of personnel management, including supervision, training, and performance evaluation
- Considerable knowledge of the methods and techniques of research and analysis
- Considerable knowledge of the principles of budgeting and finance
- Knowledge of real estate terminology, laws, practices, principles, and regulations

- Public- and private-sector experience a plus
MINIMUM QUALIFICATIONS
This position level requires a minimum BA/BS degree in urban planning, environmental design, public administration or a related field and a minimum of 10 years of progressively responsible planning experience. Four years of experience in a supervisory capacity preferred. AICP Certification is preferred, or ability to obtain certification within one year. Preference may be given to applicants possessing qualifications above the minimum.
