Under supervision, to perform professional and technical transportation planning work; and perform related duties as required.

Essential Functions

Performs work and analysis in developing long-range goals, policies, and transportation improvements in support of the City’s General Plan, specific plans, and non-motorized transportation policy documents; conducts work to pursue grant fund opportunities for programmed transportation improvements; assists in the planning and administration of various transportation projects funded by local, regional, and federal transportation funds; prepares complex and technical studies, plans, and reports; coordinates and performs professional local and regional transportation planning work, including reviewing proposed development plans, transportation impact studies, parking studies, and environmental impact reports (EIR), and recommends or develops appropriate mitigation measures; conducts, analyzes, and oversees the preparation of special transportation and parking studies and makes conclusions or recommendations; meets and works with professional and public groups; supervises and trains employees; makes presentations to boards, commissions, City Council, and the public; represents the City in transportation matters at various local and regional meetings; drives on City business.

Required Experience / Skills / Education

Employment Standards:
Knowledge of principles and practices of local and regional transportation planning, including state law, policies, practice, and theory regarding transportation planning; techniques of preparing maps, graphs, charts, and schematics; principles and practices of public administration; spelling, grammar, and punctuation.Skill in operating modern computers and related computer software.

Ability to conduct research and technical analysis of transportation issues; develop schematic and written material to communicate transportation planning concepts; communicate effectively, both orally and in writing; analyze complex planning problems and recommend solutions; design, construct, and manage transportation studies and research efforts; make oral presentations; establish and maintain effective working relationships with supervisors, fellow employees, and the public.

Education/Training: Graduation from an accredited college or university with a bachelor’s degree in planning, transportation planning, traffic or civil engineering, public administration, geography, or a closely related field, and two years of experience in transportation planning, including one year in a supervisory or management capacity. NOTE: A master’s degree in transportation planning may be substituted for one year of the required experience.

License & Certificates: A valid California Class “C” driver’s license or equivalent at time of appointment. All required licenses and certificates must be maintained throughout employment in this classification.

Supplemental Information

Desirable Qualifications: Experience working in public transportation planning and/or transit planning.
