Job Description
Help us grow our Metro Housing Portfolio! Metro has set an ambitious goal to grow its housing portfolio to 10,000 units by 2031.
Under the supervision of a Joint Development Project Manager, the Associate Project Manager will support projects that leverage innovation to create more affordable housing near LA Metro stations and stops. Responsibilities may include but are not limited to the following:
- Assisting in the solicitation and implementation of development proposals/agreements
- Conducting research on affordable housing policy, programs and/or financing
- Coordinating between Metro and developers, cities, and community organizations
- Procuring and administering consultant contracts
- Preparing presentations and reports
- Building and maintaining databases, in particular utilizing the Airtable platform
- Updating the department webpage and other marketing and communications materials
- Supporting community outreach efforts, including planning and logistics coordination
- Assisting in the pursuit of grant funding and the administration of grant agreements
- Researching innovative funding sources
- Analyzing financial reports and development proformas
- Maintain and update the Metro Joint Development web page and other online platforms using ArcGIS Online and ArcGIS StoryMaps.
- Consolidating, organizing, and preparing documents (presentations, reports, images, meeting notes, etc.) to facilitate internal and external coordination efforts

The Joint Development Program
Metro’s Joint Development (JD) Program creates partnerships with private developers to build mixed-use developments on Metro-owned property, usually near transit. The JD portfolio will grow rapidly over the next decade with the acquisition of properties for new transit lines throughout LA County. It is anticipated that more than 40 new sites will join the JD portfolio, effectively doubling its size. In the Summer of 2021, Metro adopted a new Joint Development Policy that enabled Metro to utilize the new sites more effectively and equitably. The Metro Board has since directed that staff grow the Metro housing portfolio to 10,000 units by 2031.
The Position
The Associate Project Manager is a full-time position with a maximum three-year appointment which includes medical insurance, CalPERS eligibility, and other employee benefits. Position and salary offered will be commensurate with the candidates experience and qualifications. The Associate Project Manager position will fall between the Metro job classifications of “Transportation Planner” (1+ years’ experience) with a pay grade between $65,478.40 – $98,176.00 to “Principal Transportation Planner” (5+ years’ experience) with a pay grade between $90,521.60 – $135,740.80.

Hybrid Work
Metro is currently requiring that employees are in the office a minimum of two days per week, subject to supervisorial approval. Employees can work as many as five days per week in the office. The Joint Development team members currently spend between two and three days in the office on a typical week.
Required Experience / Skills / Education
Ideal Candidate
Metro is seeking passionate self-starters with strong communication and organizational skills. The ideal candidate will possess a working knowledge of urban planning at the intersection of transportation and land use. A basic understanding of affordable housing, urban design, and city approval processes is advantageous. Metro is increasingly focused on strategically delivering benefits and avoiding burdens to disadvantaged communities, therefore an understanding of the principles of equity and experience working with disadvantaged communities is preferred. The candidate should be comfortable with both self-direction and team collaboration and be willing to work in a hybrid remote/ in-person work environment. To be eligible, the candidate should hold a Bachelor′s or Master’s degree in architecture, urban planning, real estate development, government, public policy or similar field. At least one year of direct work experience in real estate, community development, economic development, city planning, or a related field is preferred.
