Safe Routes for Seniors Neighborhood Plans

The City of Los Angeles Department of Transportation (LADOT) is seeking proposals from qualified contractors to develop and implement Safe Routes for Seniors (SRFS) plans in five (5) neighborhoods.

This Request for Proposal (RFP) details the requirements for consideration and provides instructions on the submission and evaluation process. All firms meeting the minimum qualifications outlined in Section 5 of this RFP are invited to submit proposals. LADOT intends to award a three-year contract.

This RFP will result in the creation of SRFS plans in five (5) neighborhoods that were pre-selected through a data-driven process that looked at proximity to senior centers and where households have limited access to health insurance, spend more than thirty percent (30%) of income on rent, and have limited access to a vehicle and/or public transportation. While other neighborhoods may meet these criteria, LADOT will use this opportunity to pilot neighborhood plans in these five areas, which can be accomplished within the three year period. These neighborhoods are Baldwin Hills, Boyle Heights, Chinatown, Skid Row, and Westmont. These neighborhood plans will identify mobility needs and recommend solutions for active transportation connections to transit, parks, and local destinations with the goal of improving the quality of life for aging Angelenos. Each SRFS plan will include engineering-feasible grant-ready concept plans that could be used to support future grant applications.
SRFS will employ a dignity-infused approach to hear the voices and perspectives of aging adults, and will empower aging adults as leaders to identify preferred routes and destinations they consider most ideal and recommendations for further improvements to these facilities.

One (1) Firm will be selected to fulfill all the tasks outlined in this section. This Firm can utilize subconsultants to assist with meeting the objectives defined in the scope. The Firm shall provide details on how they will most effectively accomplish the key tasks, including the listed deliverables. The Firm should also include details on any proposed optional work that would help further the goals of the program and this RFP.

The estimated budget for this project is one million four hundred thousand ($1,400,000).
