Job Description
An Environmental Engineering Specialist is responsible for performing a combination of the following essential job functions: prepares and reviews Environmental Impact Statements, Environmental Impact Reports, Environmental Assessment, Mitigated Negative Declaration and other California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA) permitting documents; responsible for maintaining scope and schedules for CEQA/NEPA environmental review projects and supporting documents, in addition to providing quality control/quality assurance of work products in terms of technical content consistent with state and federal environmental guidelines, including regulatory permits; oversees projects associated with water/wastewater facilities other wet utilities infrastructure projects, flood control projects, bikeways, bridges, and conservation easements; works with water, wastewater, flood control, and natural resource agencies on special projects and coordinate with local water/wastewater districts, the California Department of Fish and Wildlife, State Water Resources Control Board, the regional water quality control boards, U.S. Bureau of Reclamation, and the U.S. Army Corps of Engineers; conducts field biological and ecological investigations of streams, rivers, lakes, and oceans; conducts field biological assessments and analysis on endangered species and wildlife surveys of native habitat and vegetation; analyzes and evaluates available data on the effects of water pollutants, waste management, water diversions, and water use on human health, vegetation, fish, wildlife, water supplies, potential land uses, and other aspects of the environment and makes recommendations for remediation; prepares reports of recorded data and develop testing procedures; analyze, prepare and present reports to develop programs designed to monitor and assess environmental hazards and pollution; responsible for investigating pollution sources, reviewing laboratory tests, taking samples of water, sediment and fish tissues, preparing reports and communicating findings; uses equipment such as sampling monitors, microscopes, sound level meters, water pumps and bacteria sampling kits, to analyze and test specific areas for water quality pollution sources; attends public meetings and provides technical expertise to a wide variety of individuals, organizations and agencies on matters impacting Los Angeles County watersheds; provides expertise in science (chemical, biological, environmental); performs statistical analyses and prepares tables, charts, and graphs of results; reviews and interprets water quality data; researches and reports on water quality constituents; reviews proposed regulatory documents for monitoring and water quality requirements; provides expertise in designing special monitoring programs; perform technical field investigation/environmental monitoring; and performs construction and facility inspections and evaluations of stormwater pollution prevention best management practices.
Required Experience / Skills / Education
Selection Requirements: Graduation from an accredited* four-year college or university with a Bachelor’s degree** in environmental, ecological, biological, chemical, atmospheric or earth science, natural science or marine biology -AND- Two years of full-time professional experience related to environmental and watershed management. A Master’s degree from an accredited college in one of the above mentioned fields may be substituted for one year of the required experience.
