Job Description
WHCHC is looking for a Project Manager. The Project Manager will work as part of a team and assist the Director of Real Estate Development with the full range of development activities for affordable housing projects, including, but not limited to, the acquisition, entitlement, financing, design, and construction administration of property on behalf of WHCHC.
Role and Responsibilities
- Manage all phases of development for recapitalization projects including refinancing all existing loans, developing rehabilitation scope; creating property budget and financing plan; securing all necessary financing and local approvals; and managing the construction and relocation process.
- Manage the acquisition and due diligence process: develop preliminary feasibility analyses for new development opportunities; supervise brokers and attorneys in the negotiation of purchase and sale agreements; conduct and review preliminary site due diligence; participate in initial development concept; and manage escrow closing and loan disbursement process.
- Manage the preparation of competitive proposals for land dispositions: develop preliminary feasibility analyses for potential sites; work with public agencies to determine RFP/ RFQ requirements; and prepare development proposals in response.
- Manage the entitlement and land use approval process: supervise third party consultants, including architects and entitlement consultants; prepare and submit entitlement development applications, and work with city officials to secure approval; and participate in community out-reach and public hearings.
- Secure financing: prepare loan and grant applications; work with public agencies and conventional lenders and investors to secure predevelopment, construction and permanent financing; and assist with public agency and lender compliance requirements.
- Manage project design: work with architect to develop program requirements and establish overall project vision; communicate WHCHC design standards; consult with Asset Management and Resident Services staff to ensure design and specifications meet long-term operational needs; coordinate third-party consultants, such as sustainability and accessibility; and work with general contractor to estimate project costs and ensure conceptual design is within budget.
- Manage construction administration: manage the project budget; attend construction job site meetings; and act as Owner’s Representative during construction.
- Manage transition to operations: coordinate with the Director of Asset Management on initial lease-up, construction close-out, and punch-list and warranty items.
- Provide administrative support to the Director of Real Estate Development and perform other duties as may be necessary to further WHCHC’s mission.
Compensation:
This is a mid-level development position with greater project responsibility over time and based on demonstrated ability. The salary is commensurate with experience. Individuals with extensive affordable housing experience, including participation in all phases of development of a recapitalization project, may be considered for a Senior Project Manager position. Current benefits include health, dental and vision insurance, (403)(b) retirement plan, free parking, vacation and sick leave. This is a full time position. Some evening and weekend meetings will be required. This position requires local travel in the normal course of performing job duties with mileage reimbursement. Must have access to reliable transportation to perform job duties, valid driver’s license and meet the state required amount of personal automobile liability insurance. A criminal background check and review of current driving record will be required.
Required Experience / Skills / Education
Experience & Qualifications
- A bachelor’s degree and at least two years as an Assistant Project Manager or one year as a Project Manager managing low-income housing tax credit projects. A Master’s degree is a plus.
- Completion of at least one application for public funding.
- Knowledge of the real estate development process including property due diligence and acquisition, land use and entitlement, site planning and design, and construction.
- Knowledge of affordable housing finance, including public subsidies, low-income housing tax credits and tax-exempt bonds.
- Familiarity with pro forma analysis and financial modeling.
- Familiarity with recapitalization of LIHTC projects is a plus.
- Ability to effectively engage diverse community stakeholders in the development process.
- Interest in affordable housing.
- Ability to initiate and maintain effective and cooperative working relationships with colleagues, project team members, consultants, local government agencies, lenders/investors, and community stakeholders.
- Strong analytical and problems solving skills; good client and public presentation skills; and excellent oral and written communication skills.
- Highly organized and detail-oriented; capacity to handle multiple tasks simultaneously in an efficient and timely manner; ability to work well under pressure; and ability to successfully meet project deadlines.
- An entrepreneurial and creative approach to problem-solving in the field of real estate development; enthusiasm and team building spirit.
- Proficiency with the Office suite including sophisticated real estate financial analysis using Excel.
