Job Description
DEFINITION
Assists in the a dministration of a major organizational segment of the Department of Regional Planning; and conducts formal hearings, makes recommendations, and is responsible for monitoring and coordinating cases related to subdivision or zoning matters or public hearings involving the preparation of community plans.
CLASSIFICATION STANDARDS
Positions allocable to this class rep ort to a Deputy Director, Regional Planning and are responsible for assisting in the planning and directing, through subordinate supervisors, the activities of a major organization function such as general planning, zone administration, including providing administrative and liaison services for the Regional Planning Commission. These positions are also responsible for conducting formal hearings and ensuring that zoning and subdivision case materials conform to divisional standards and policies, and for responding to inquiries regarding these cases from the Board of Supervisors, the Regional Planning Commission, or the public, as well as representing the department at public hearings on the preparation of community plans. Positions in this class are assigned complex cases or cases involving high profile issues with direct impact to the County. Incumbents must possess knowledge of all laws, ordinances, and processes pertaining to the subdivision of property, the administration of zoning ordinances, and the development of community plans, as well, as how such activities impact the General Plan of the County of Los Angeles. Incumbents must also possess a good working knowledge of County planning programs and objectives, and the ability to plan, organize, direct, and evaluate the organizational functions for which they are responsible.
ESSENTIAL JOB FUNCTIONS:
Assists in formulating and implementing policies and plans, and in organizing, directing and evaluating, through subordinate supervisors, the work of a major organizational division.
Assists in the development and implementation of changes in organization staffing, budget and work processing systems to consolidate functions, to increase effectiveness and efficiency, and to reduce administrative costs.
Assists in the preparation of periodic reports to the Board of Supervisors, the Regional Planning Commission, and departmental management regarding the status of departmental programs and accomplishments.
Acts as Hearing Officer by evaluating applications for discretionary permits, controls the conduct and course of formal hearings, ensures reasonable expedition and orderly conduct throughout, and prepares recommended decisions.
Reviews zoning and subdivision cases to ensure that necessary materials are submitted to the Board of Supervisors or the Regional Planning Commission.
Reviews and recommends the position to be taken by the Department of Regional Planning on subdivision and zoning cases and ensures that it is properly supported.
Assists in developing and maintaining relationships with public officials, various boards and commissions, other County departments, professional organizations, public institutions, and the general public to achieve maximum cooperation for the department.
Represents the Department of Regional Planning at public hearings and presents recommendations for the development of unincorporated areas of Los Angeles County.
Assists in directing and coordinating or conducting special planning related surveys, departmental program or administrative, fiscal and budget studies, and investigations to develop recommendations for the resolution of County-wide planning or departmental operations and procedures problems.
Represents the Deputy Director, Regional Planning as directed in various meetings, conferences and hearings in order to formulate and coordinate departmental programs, policies, and procedures.
Acts for the Deputy Director, Regional Planning in their absence.
Required Experience / Skills / Education
TRAINING AND EXPERIENCE:
One year of experience in city, Co unty or regional planning at the level of Supervising Regional Planner*.
SPECIAL REQUIREMENT INFORMATION
*Experience at the level of Supervising Regional Planner is defined as supervising the work of a planning section comprised of professional and support planning staff engaged in the preparation and implementation of countywide, area, and community general plans, preparation and administration of land use regulations and specialized research.
