Basic Function
To manage and execute activities associated with transit and active transportation corridor planning, environmental documentation, plan development, system wide planning, multi-modal project implementation, project management, and technical analysis in all Countywide Transportation Planning & Development disciplines.
Example Of Duties
- Conducts complex planning, environmental documentation, conceptual design and analysis of projects and programs
- Coordinates with other Metro Departments, including but not limited to, Bus/Rail Operations, Program Management, and Communications
- Assumes management responsibility on major transportation and research studies and projects
- Applies, develops, and evaluates analytical, quantitative and statistical tools and their results
- Provides technical support and makes presentations to public and private groups on Metro projects and programs
- Participates in developing program guidelines and project guidelines, strategies, and policies
- Negotiates and executes cooperative agreements and Memorandums of Understanding with various agencies
- Provides technical and policy guidance on Metro plans, programs and projects
- Develops and negotiates scopes of work, financial plans, schedules, contracts, and agreements
- Evaluates proposed legislation for impacts on specific plans, programs and projects
- Develops and monitors forecasts, impacts and budgets for plans, programs and projects
- Evaluates the costs, benefits, and risks of alternative funding plans, programs, and projects
- Develops and evaluates transportation plans and projects, transit operations plans, services and schedules Reviews and evaluates contractor proposals; negotiates contract award amounts, evaluates work products, and ensures productive use of contractors
- Manages contractor/consultant contracts
- Prepares and reviews engineering studies and specifications
- Analyzes and manages contractor budgets
- Conducts analyses and makes recommendations supporting station site development
- Promotes supporting development along transit lines and transportation corridors
- Prepares comprehensive reports, correspondence and presentations
- Supervises subordinate staff
- Communicates and implements safety rules, policies, and procedures in support of the agency’s safety vision and goals; and maintains accountability for the safety performance of all subordinate employees
- Contributes to ensuring that the EEO policies and programs of Metro are carried out
Preferred Qualifications
Due to the competitiveness of the recruitment, consideration may be given to those candidates who demonstrate the following additional qualifications:
- Experience working on urban planning, architecture, public administration/policy, engineering or transportation planning projects and/or programs
- Experience utilizing environmental analysis, and complying with the California Environmental Quality Act (CEQA) and the National Environmental Policy Act
- Experience managing active transportation or rail corridor planning projects
- Experience preparing written reports and making oral presentations
- Knowledge of modern project management best practices and applicable laws and regulations governing transportation planning
Knowledge:
- Theories, principles, and practices of transit and active transportation planning, land use planning, environmental documentation and public administration
- Best practices of project management and implementation
- Development and implementation of complex, multi-modal projects and/or programs
- Applicable local, state, and federal laws, rules, and regulations governing transportation policies and funding sources for a public agency
- Organization and processes of local, regional, state and federal government, including legislative and funding processes and policies
- Financial, analytical, statistical, and mathematical methods and procedures

- Communicate effectively orally and in writing
- Interact professionally with various levels of Metro employees and outside representatives
- Represent Metro before the public

Required Experience / Skills / Education
Requirements For Employment
- Bachelor’s degree – Urban or Transportation Planning, Engineering (Civil, Transportation, Structural, Industrial, Mechanical, Architecture, etc.), Business, Public Administration, Political Science, Urban Design, Public Policy, Economics, or other related field
- 5 years’ progressively responsible experience in transportation planning, project management, urban design, transportation system design and research, operations planning, or other related area, which includes a minimum of 1 year working on the planning or implementation of a regionally significant multi-modal transportation project, transit project, or preparation of environmental documentation for a complex transportation project.
- Master’s degree in a related field is desirable
