The Senior Planner is a newly created in-house management level position that will serve as a key member of the City of Eastvale’s Planning Division. The Senior Planner has a unique, once in a lifetime opportunity to work with sophisticated development, to design a downtown destination, and to develop large scale projects. The position will focus on bringing uniqueness to the City that will create places for people to connect and prosper.
Further, the selected candidate will serve in elevating the quality of development in the City with a “can do” attitude and “get it done” performance approach to work in a fast-paced environment working closely with a talented, energetic, and highly engaged team of City talent.

WHAT YOU WILL BE DOING HERE:
You will contribute to the following key projects
- Leading our current planning and entitlement efforts, including the processing of multiple site plans associated with the Leal property to create a downtown area/entertainment district from raw dairy land, and a unique brand destination location and heartbeat of the City for years to come
- Supporting long-range planning efforts that would service the community such as the Eastvale 2040 General Plan, Housing Element 6th Cycle, and a Comprehensive Zoning Code update
- Updating plans based on policies and programs, including the General Plan and various master plans designed to guide the physical design and development of the City
- Enhancing development through current planning entitlement and processing, creating a business-friendly environment that focuses on performance rather than process
Required Experience / Skills / Education
ARE YOU QUALIFIED?
Education and/or Experience:
Education: Graduation from an accredited college with a bachelor’s degree in Planning or a related field
Experience: Four years of progressively responsible experience in current or advanced planning, including one year of supervisory experience or any combination of training and experience that provides the desired knowledge and abilities.
Licenses & Certificates: Possession of an American Institute of Certified Planners (AICP), CNU-A Accreditation, and active involvement in professional organizations including, but not limited to, American Planning Association (APA), Congress for New Urbanism (CNU), Association of Environmental Professionals (AEP), Association of Pedestrian and Bicycle Professionals (APBP), and Urban Land Institute (ULI) is desirable.
Knowledge, Skills and Abilities:
Knowledge of:
Modern principles, procedures, practices and standards of municipal planning and community development; planning and zoning laws, ordinances, codes, modern developments, current literature and sources of information regarding City planning; comprehensive plans including their formation, process of adoption, and enforcement; Principles and practices of management, organization, budget practices, administrative procedures and fiscal management; principles and practices of contract administration; methods and techniques of supervision, training and motivation; applicable federal, state and local laws, codes, and regulations, including but not limited to the California Environmental Quality Act; methods and techniques of scheduling work assignments; standard office procedures, practices and equipment; modern office equipment, including a computer and applicable software including GIS applications; methods and techniques for record keeping and report preparation and writing; proper English, spelling and grammar; Methods and techniques for report preparation and writing; occupational hazards and standard safety practices.
Ability to:
Manage, oversee, review, and perform the operations and activities of the Planning Division; analyze complex planning issues and develop solutions; plan, organize, direct and evaluate the effectiveness of assigned program activities; exercise supervisory control over complex professional and technical tasks, and perform the full range of professional planning tasks; prepare and administer a budget; interpret, explain and apply applicable laws, codes and regulations pertaining to municipal planning including Building codes; make adjustments to standard operating procedures to improve effectiveness and comply with regulatory changes as appropriate; organize, prioritize and follow-up on work assignments; work independently and as part of a team; make sound decisions within established guidelines; analyze complex issues and develop and implement an appropriate response; follow written and oral directions; promote and observe safety principles and work in a safe manner; communicate clearly and concisely, both orally and in writing; skillfully and safely operate a motor vehicle when required in the course of performing work duties; establish and maintain effective working relationships with City personnel and the public; operate an office computer and a variety of word processing and software applications.
Special Requirements:
Possession of a valid Class “C” California driver’s license and a satisfactory driving record.
Ability to attend special City events including weekends, evenings, and holidays, as required.
Ability to attend night meetings and work extended hours, as needed, and/or required.

Stage 1 –The first stage in the selection process will consist of a review of each applicant’s employment application, resume, and cover letter. Applications that are incomplete and/or that do not meet the minimum combination of education and experience will not be given further consideration.
Stage 2 – The second stage in the selection process will consist of review by subject matter experts who will evaluate and rate the candidates’ applications and resumes in order to determine those that most closely demonstrate the knowledge, skills, and abilities listed in the qualifications section of this announcement. Successful candidates who most closely meet the defined criteria will be invited to participate in the next stage.
Stage 3 – The third stage will consist of interviews with a panel of subject matter experts, where candidates will be evaluated and rated on responses to pre-defined questions. Candidates may also participate in a skills-based performance test. Candidates must achieve a passing score to be placed on the eligible list for employment consideration.
Stage 4 – The fourth stage will consist of an interview with the City Engineer and/or Community Development Director. Finalists will then move into background and reference checking.
The City of Eastvale reserves the right to modify the selection process as necessary to conform to administrative or business necessity.
