Job Description
Under general supervision, the Technician – Community Development receives, processes, and acts on various routine information related to building permits, development review, zoning, the General Plan, and special departmental programs; assists the general public, builders, developers, and design professionals with questions about the City’s planning and building regulations and procedures; performs research; and performs other related duties as assigned.
Required Experience / Skills / Education
- Bachelor’s degree with major course work in Urban or Regional Planning, Public or Business Administration, Business Management, or other relevant field; experience providing support to community development programs, including experience providing assistance to the general public; or an equivalent combination of education and experience, preferably in a government agency.
- Knowledge of policies and procedures related to the development review, plan checking and building permitting process.
- Knowledge of basic housing construction methods and terminology.
- Knowledge of basic planning, building and zoning principles and practices.
- Knowledge of City zoning ordinances and general plan as well as Subdivision Map Act and City policies; codes, regulations, policies, technical processes, and procedures related to department duties.
- Knowledge of record keeping and record management practices.
- Knowledge of general office practices and procedures, including modern office methods and computer equipment; and principles of composition and English usage, spelling, punctuation, and grammar.
- Ability to learn and apply a variety of zoning, land use, and planning related requirements and code provisions.
- Ability to prepare, read and interpret field notes and construction specifications.
- Ability to read figures quickly and accurately and make arithmetical calculations.
- Ability to understand basic accounting formulas.
- Ability to follow oral and written instructions and sketches.
- Ability to use and care of drafting instruments.
- Ability to communicate clearly and concisely, both orally and in writing and make effective public presentations; perform all essential functions; and establish and maintain effective relationships with city staff/officials, citizens, and the public.
- Ability to work independently under pressure; proactive thinker/self-starter.
- Ability to interpret and carry out a variety of instructions furnished in written, oral, diagram, or schedule form; possess excellent interpersonal communication skills both verbal and written.
- Skill in Microsoft Word, Excel, etc.; proficiency in common office equipment, i.e. printer, scanner, copier and fax machine.
