Senior Noise Technical Specialist

Job Description

Impact Sciences is seeking a Senior Noise Technical Specialist to lead the growth and development of our noise/vibration technical service area. A successful candidate will have 7-10 years of experience evaluating noise/vibration impacts for various public- and private-sector clients in support of California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA).

Primary Responsibilities

  • Guide junior staff in the evaluation of noise and vibration impacts and technical reports in support of CEQA and NEPA documentation for various public and private projects, including mixed use development projects, transportation infrastructure, institutional, recreation, and specific plans. For complicated projects, the Sr. Noise Technical Specialist may be required to conduct modeling and interpret model outputs.
  • Provide thorough QA/QC review of all noise/vibration technical reports and offer feedback and guidance to junior staff members. Ensure all technical reporting is of the highest quality, consistent with state and local regulatory requirements, and meets client objectives.
  • Manage timelines and budgets for technical studies
  • Engage with clients, people, and organizations in support of business development goals for the noise/vibration practice area and lead proposal process for noise/vibration project pursuits (e.g., preparing project scopes and budgets).
  • Stay up to date with ongoing changes in federal, state, and applicable local regulations plans and court cases affecting noise and vibration analyses
  • Be proficient in communicating with clients and lead agency staff on the most high-profile projects in the firm’s portfolio and projects that are highly complex and technically sophisticated.
  • Support and defend noise analyses during public meetings and be responsible for participating in public hearing presentations and responding to questions from boards, commissions, state and local agency staff, and public interest groups.

Within one month the candidate should:

  • Demonstrate proficiency in the use of Deltek Vantagepoint, managing budgets and schedules, reviewing project invoices, the timely submittal of all relevant project invoices for processing, and proactive and successful assistance in collections where appropriate/necessary.
  • Demonstrate an understanding of current clients and potential new clients.

Required Experience / Skills / Education

Qualifications

  • Bachelor’s and/or advanced degree in Environmental or other Earth Sciences, Economics, Engineering, Statistics, Mathematics, Computer Science, Chemistry, Physics, or related subjects
  • Experience preparing noise modeling and technical reporting pursuant to CEQA/NEPA
  • Experience with transportation projects in California
  • Understanding of Caltrans, FHWA, and EPA environmental practice and requirements
  • Knowledge, understanding, and experience with noise and vibration computer modeling software, including TNM and RCNM.
  • Knowledge, understanding, and experience with state and federal noise and vibration environmental case law, policy, and regulation (e.g., CEQA, NEPA, FHWA, OSHA, and Caltrans)

Professional Skills

  • Strong analytical, problem-solving, and decision-making capabilities
  • Strong quantitative and/or modeling skills are a must
  • GIS capability encouraged
  • Excellent written and oral communication skills
  • Must be an organized, detail-oriented manager with ability to multi-task and prioritize projects on tight deadlines
  • Ability to work independently and as a team
  • Sound business ethic
