THE CITY
San Clemente, incorporated in 1928, is a general law city operating under the Council-Manager form of government. The city is a popular southern Orange County beach community which enjoys a year-round moderate climate averaging 70 degrees and is centrally located between Los Angeles and San Diego. The city is 18.45 square miles in area and has a current population of approximately 65,500.

ONBOARDING BONUS:
The successful candidate will receive a $1,000 non-PERSable onboarding bonus paid upon completion of the first full two weeks of employment.

DEFINITION
To perform routine, technical work in the field of planning. Incumbents at this level perform routine and technical work generally limited in scope that does not require previous specialized experience. Work is performed within the design and procedural framework established by higher-level Planning staff.

SUPERVISION RECEIVED AND EXERCISED
Receives immediate supervision from an advanced level Planning professional who observes and reviews work both during performance and upon completion.

 

Essential Functions

Essential responsibilities and duties may include, but are not limited to, the following:

  • Provide technical assistance and information to customers at the public counter, via telephone, and email.
  • Review commercial, industrial and residential development plans for compliance with zoning requirements and calculate fees.
  • Respond to and resolve citizen inquiries and comments regarding the City’s planning functions.
  • Conduct basic property records research and analysis and interpret economic, population and land use data.
  • Assist in responding to requests for information from other departments and governmental agencies regarding the General Plan, Zoning Code, City Regulatory Documents, and Subdivision Code.
  • Process minor planning applications such as certificates of compliance, lot mergers, lot line adjustments, parcel maps, comprehensive sign programs, and modification permits.
  • Prepare reports and memorandums for recommendation and presentation to the Zoning Administrator, and on a limited basis, to the Community Development Director and Planning Commission.
  • Perform routine office tasks in designated program areas, including data entry, imaging and retention of files, answering phones, and maintaining and updating department reference manuals.
  • Participate in coordinating City planning activities with other City departments and outside agencies.
  • Assist in the establishment and maintenance of the comprehensive land use data base.
  • Review business licenses for compliance with planning regulations.
  • Collect and record statistical information.
  • Post properties with required public hearing notices.
  • Support higher level Planners in the preparation of written reports, the Zoning Code, and elements of the General Plan.
  • Perform related duties as assigned.

Required Experience / Skills / Education

Minimum Qualifications & The Ideal Candidate

EXPERIENCE AND TRAINING
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:  

Equivalent to the completion of the twelfth grade supplemented by college level course work in Urban Planning, Environmental Planning, or a related field AND six months related work experience in a city planning department is highly desirable. Experience in working with the public will also be considered.  A Bachelor’s degree in Urban Planning or a related field is highly desirable.

License or Certificate:
Possession of, or ability to obtain, an appropriate valid California C driver’s license.

Knowledge of:

  • Planning and land use principles and practices;
  • Municipal government, office methods, practices, procedures, and equipment.
  • Knowledge of computer hardware and software programs, which may include Microsoft Office, Internet applications, and GIS.

Ability to:

  • Learn and apply the provisions of the City’s Zoning Code, General Plan, City Regulatory Documents, and Subdivision requirements.
  • Read or learn to read architectural and construction plans.
  • Provide information on the City’s Zoning and development regulations clearly and concisely through oral and written communication in the office, via email and telephone, in a friendly, helpful and accurate manner.
  • Follow directions from a supervisor; understand and follow posted work rules and procedures.
  • Establish and maintain cooperative working relationships with those contacted in the course of work.
