County of Santa Barbara

SALARY: $152,058.82 – $159,299.71 Annually*

*This salary range reflects the negotiable range for hire, however, the top of the range for future career and salary advancement tops at $187,429

 

The County of Santa Barbara is seeking a Planning & Development Assistant Director to help with the daily operations of the Planning and Development Department. While in this role, you will serve as an executive leader reporting to the Director of Planning and Development and oversee the Administration, Building and Safety, Development Review, Energy, Minerals, and Compliance, and Long-Range Planning divisions.  This position oversees an approximate staff of 50 and operational budget of $15 million and contributes to the overall department budget of $30 million. Additionally, the Assistant Director will effectively work with elected officials, county staff and executive leadership, business and development community, and individual constituents. Planning in Santa Barbara is challenging and can be emotionally and politically charged with competing planning interests among members of the community. Our ideal candidate will effectively manage these challenges by demonstrating exceptional emotional intelligence, listening and problem-solving ability, innovative approaches, and customer-service focus.

THE JOB

The Assistant Planning Director will have developed leadership ability, planning knowledge, and a customer-service focus. This position will play a key role in executing a vision to maintain a department culture that is trusted by the community, strategically manage the unique planning conditions in the County’s diverse communities, and make planning decisions that are fair, educated, and well-informed. As the Assistant Director, you will work with community members, various commissions, boards, special interest groups, associations, and multiple community plans. Responsibilities also include overseeing approximately 50 staff, contributing to a budget of $15 million, overseeing planning work, implementing enhanced procedures, and coordinating inter-divisional projects. This position oversees staff in both our Santa Maria and Santa Barbara Office; ideally, the Assistant Director will work out of the Santa Barbara office.


THE IDEAL CANDIDATE

Ideal candidates for this position will bring a range of experience in long-range planning, , building and safety, and development review, coupled with strong leadership skills to mentor, inspire, and motivate staff and prepare team members with succession planning for a growing department. We are looking for someone with strong interpersonal skills who can build professional relationships with staff and key stakeholders. The incoming candidate will be an excellent communicator with the ability to present complex information and objective recommendations to decision makers. California municipal planning experience, union relations experience, and knowledge of CEQA are highly desirable. We are looking for a true leader—someone who can find creative solutions to get things done and actualize organizational improvements.

 

MINIMUM QUALIFICATIONS:

The core competencies listed HERE and the ability to immediately demonstrate these competencies consistent with the position’s level in the leadership series and the specific work assignment, AND

  • Bachelor’s degree in urban planning or related field (i.e., public administration, landscape architecture, geography) and broad, extensive, and progressively responsible managerial experience in a public jurisdiction or private entity engaged in community and regional planning, or related field; OR,
  • Two years of experience performing duties equivalent to a Planning and Development Deputy Director in a public sector position; OR
  • Equivalent combination of training, education, and experience that would provide the required knowledge and abilities.

 

Additional Qualifications: Possession of a valid California Class C Driver’s License is required. Independent travel around the County is required.

 

Desirable:

  • Possession of a graduate degree in urban or regional planning, public or business administration, or related field.

 

Salary and Benefits:  Annual Salary $152,058.82 – $159,299.71 (this salary range reflects the negotiable range for hire, however, the top of the range for future career and salary advancement tops at $187,429) and an attractive benefits package.
