Job Description

General Summary: Performs professional level work in the field of planning and environmental analysis to support the Community Development Manager.  Plans and develops short- and long-term comprehensive programs and plans for development, growth, revitalization, and utilization of land and physical facilities of cities, counties, and metropolitan areas to maximize quality of life for the community and its residents.  Tasks may include:

  • Processes all components of planning applications, such as General Plan Amendments, Zone Changes, Conditional Use Permits, Tentative Subdivision Maps, Site Development Plans and Variances—including preparation of environmental review in compliance with the California Environmental Quality Act and public hearing staff reports
  • Reviews planning applications, including zone changes, variances, and subdivision maps for completeness and compliance with the Zoning Ordinance and regulations
  • Assists staff members with assigned portions of various projects; compiles and evaluates data for advanced planning studies related to land use.
  • Conducts office and field research and investigations of land use, population trends, community design, and other projects.
  • Provides information and service to Planners, Developers, Engineers, Architects, and the public at the Development Services Information Counter, regarding general procedures, provisions, and applications governing City Planning.
  • Investigates complaints of ordinance violations and prepares letters regarding such complaints.
  • Attends meetings of, makes presentations to, and works with professional and public groups.
  • Reviews sign, building, engineering, and landscape plans for compliance with zoning standards and conditions of approval.
  • Reviews and interprets the Zoning Ordinance for the general public, developers, and applicants.

Required Experience / Skills / Education

Minimum Qualifications:

  • Bachelor’s degree from an accredited university in planning or related field
  • At least One (1) year experience in urban and regional planning or related field
