Senior Neighborhood Services Supervisor

Job Description

This classification oversees all field operations and support activities, including the complaint-driven code enforcement program, licensing program, and the Systematic Inspection program.

Essential functions of the job include, but are not limited to, the following:
Ensures Department services are provided with exceptional customer service and the highest level of ethical standards.

Supervises code enforcement, neighborhood revitalization, environmental services, customer service, and community outreach/education programs.

Supervises field workers, certified code enforcement, and licensing personnel and related activities, and develops appropriate systems and procedures.

Collects, analyzes and interprets data for purposes of documentation and reports.  Assists in the preparation of reports for presentation to division heads, City Manager, City Council and community groups.

Investigates and mediates complex code enforcement issues/complaints.

Recommends and implements internal operating procedures and supervise office personnel.

Reviews and evaluates employees job performance, and recommends appropriate personnel action.

Represents the Department in attendance at official meetings or may appear before commissions, special groups, other agencies or legal proceedings.

Develops and oversees training and certification programs for Neighborhood Services code compliance staff.

May perform administrative responsibilities typical of the Neighborhood Services Administrator in his/her absence.

Administers the Section’s “Request for Service” system and makes policy decisions regarding set-up, software updates, upgrades and training.

Oversees and monitors the Section’s automation, including but not limited, technology selection, and software and hardware needs, purchases and placement.

Plans and controls the expenditures of the program’s operational budget.

Assists the Administrator with general office management and administrative duties.

Assists in developing Section policy, procedures and processes for fields operations both code compliance and systematic inspection programs, and licensing. 

Assumes responsibility for ensuring the duties of the position are performed in a safe, efficient manner.

May drive on City business as necessary.

Performs other related duties as assigned or as the situation requires.

Required Experience / Skills / Education

Knowledge, Skills & Abilities
Knowledge of:
Elements of code enforcement, zoning administration, California Housing maintenance laws, neighborhood improvement and revitalization, and licensing programs.
Principles of management, supervision and training.
Resources needed to keep programs running smoothly.

Skill in:
Interviewing techniques.
Effective verbal and written communications both on a one-to-one and a group basis.

Ability to:
Provide exceptional customer service to the public and internal City employees.
Apply knowledge of code enforcement and code analysis.
Apply knowledge of licensing.
Effectively train and supervise subordinates.
Establish and maintain effective working relationships with contractors, community groups, the public, co-workers, other departments, subordinates and supervisors.
Foster a teamwork environment.
Handle confidential information with discretion.
Lead, coach, instruct and motivate employees.
Organize and prioritize assignments.
Plan and coordinate programs for large groups.
Produce work within sensitive deadlines.
Provide clear work instruction.
Read, write, communicate and comprehend directions in English.
Review and evaluate employees’ job performance and effectively recommend appropriate personnel action.
Understand and implement work management systems.
Work independently.
Write case records and document program statistics.

Experience
Three years of experience in administering a code enforcement/citizen request software program.  Five years of experience in the administration of a code enforcement and licensing programs.

Experience with Tyler Munis and Customer Service Interface (CSI) software systems and EnerGov is highly desirable.

Education/Training
Bachelor’s Degree in public administration, business administration, urban planning or a related field.

License(s)/Certification(s)
Valid Class C California driver’s license.
Certification from International Code Conference (ICC) as a Building Inspector or Combination Inspector.
Housing Quality Standards Certifications (HQS) and/or equivalent certification within one year of employment.
State of California P.O.S.T. 832 P.C. certificate (Powers of Arrest) is desirable.

Promotional Eligibility
Any City of Glendale employee who meets the minimum qualifications for this position, has completed probation or six months of City employment, and is occupying a permanent full-time classification on file in the Human Resources Department.  Hourly City employees may be considered, provided that they furnish proof of continuous employment immediately preceding the final filing date, which would equal a minimum of six months of full-time service or 1040 part-time hours.  (Civil Service Rule VIII 4-E).

Note
An equivalent combination of experience, education and/or training may substitute for the listed minimum requirements.
