ASSOCIATE PLANNER

Sacramento Area Flood Control Agency (SAFCA)

Salary: $95,609 to $127,233 DOE/DOQ

 

The Sacramento Area Flood Control Agency (SAFCA) is seeking an Associate Planner. This is a newly created position and will provide support and supervision to the planning and natural resources functions within SAFCA. SAFCA exists to address the Sacramento area’s vulnerability to catastrophic flooding.  Today, SAFCA has a multi-billion-dollar portfolio of projects managed by a 20-member team and a host of consultants, along with an annual operating and capital budget of approximately $120 million. This position will report to and assist the Principal Planner in developing and executing the strategic initiatives necessary for SAFCA to achieve its short and long-term goals. The ideal candidate has in-depth knowledge of environmental impact analysis for the California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) documentation. The Associate Planner should possess excellent communication, project management, and relationship management skills to successfully work with SAFCA’s consultants and partner agencies, staff, advocacy groups, community members, and other key stakeholders. THE JOB/IDEAL CANDIDATE

The Associate Planner is a newly created position and will provide support and supervision to the planning and natural resources functions within SAFCA. They work with and report to the Principal Planner. The ideal candidate will be highly analytical and follow trends and statistics that impact this field and will participate in technical research and prepare reports to support SAFCA’s operations. The Associate will have a broad set of responsibilities including planning and project permitting activities in connection with SAFCA’s mission: to reduce flood risk while striving to preserve and enhance the environment. This position will have amazing exposure, project oversight, and coordination with various projects and relationships working with citizens, businesses, cities and counties, special districts, and state and federal agencies. While the Associate Planner will not manage staff directly, they will lead the work of other consultants and professional and support staff.  They will also ensure that staff and consultants are providing timely, quality work and sound advice and services, ensuring everyone is meeting deliverables. The ideal candidate is not only technically sound but also demonstrates emotional intelligence and political savvy. They are an excellent problem solver, critical thinker, and communicator.

 

The successful candidate will be joining SAFCA during a period where a high volume of projects are moving into the construction phase and will work both in the office and in the field. In addition to exciting construction projects on the horizon, SAFCA holds several properties in the region where past mitigation work has been conducted, and this position will be charged with overseeing the monitoring and mitigation of those properties. Other stakeholders that the Associate Planner will be working with include the California Department of Water Resources (DWR), U.S. Army Corps of Engineers (USACE), Central Valley Flood Protection Board, and both the City & County of Sacramento.

 

Minimum Requirements: Any combination of education and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

  • Two years of progressively responsible experience in environmental, urban and/or regional flood control planning that included performing analytical duties in: comprehensive, regional, area, or community planning; public infrastructure environmental analysis; plan/proposal review; general plan amendments; CEQA/NEPA document preparation; zoning; land division; housing administration; information services; urban renewal; or planning administration.
  • Bachelor’s or higher from an accredited college or university in regional planning, environmental planning and management, environmental studies, natural resources, urban public administration, ecological studies, civil engineering, or a related field.
  • Possess and maintain a valid California Class C Driver’s License.

 

Salary: $95,609 to $127,233 DOE/DOQ and an attractive benefits package.
