Job Description

Salary: $95,808.00 – $116,436.00 Annually

This position will work on advance planning assignments approximately 80% time with the remaining time working on current planning activities. The senior planner for advanced planning will have primary responsibility for leading specific plan updates, general plan updates, and zoning code updates proactively and in response to new and changed state legislation.

Candidates with demonstrated experience developing and implementing zoning codes, specific plans, and general plans will be preferred.

An official City of West Sacramento application form must be filled out, in its entirety.  It is the applicant’s responsibility to explain his/her qualifications fully and clearly.  In addition, applicants must submit a resume and complete the required supplemental questionnaire. Incomplete information on the application, resume and/or supplemental questionnaire may be cause for disqualification. Application packages will be reviewed and screened for qualifications.  Depending upon the number of qualified candidates, an oral panel interview may or may not be held, date to be determined if held.  The top candidates will be referred to the Department for further consideration.

Under general direction, performs professional planning duties, researches and prepares planning studies; explains and interprets planning ordinances and policies to the public; and participates in code enforcement.  This position is the specialist/lead person level in the planning series and may provide supervision to others in the planning series.

Examples of Duties / Knowledge & Skills

ESSENTIAL AND MARGINAL FUNCTION STATEMENTS—Essential and other important responsibilities and duties may include, but are not limited to, the following:

Essential Functions:   Gathers and evaluates data for various planning studies related to land use development and review of the general plan; assists in the design and development of advanced plans from acquired data; assists in the study and approval of tentative subdivision plans in accordance with established ordinances and laws; makes field trips and investigations pertaining to planning projects; prepares and assembles maps, tables, charts, and reports on planning projects; prepares recommendations and presents graphic information; investigates and reports on all zoning matters, including variances, conditional use permits, zone changes, complaints and violations; meets and confers with governmental officials and the public on planning matters. Presents complex projects to the Planning Commission and City Council; Coordinates project teams; Supervises and trains other planners.

Marginal Functions:  Conducts special research projects; participates in complex design and illustration work; performs related duties and responsibil­ities as required.

Required Experience / Skills / Education

Minimum qualifications & Requirements

EDUCATION AND EXPERIENCE:  Education:  Graduation from an accredited four-year college or university with major work in planning, geography, engineering, architecture, or a related field.  Experience:  Six (6) years of professional planning experience.  AICP “Certified Planner” certification may be substituted for the education requirement. A Master’s Degree in a related field may be substituted for one (1) year of the required experience.

LICENSES AND CERTIFICATES:  If assigned duties require driving, possession of a valid Class “3” or “C” California driver’s license.

Supplemental information

WORKING CONDITIONS:  Work in an office environment; sustained posture in a seated position for prolonged periods of time; assist contractors and profession­als.
