VALLEY WATER, CALIFORNIA
ANNUAL SALARY: $125,000 – $160,000 DOQ/DOE

Valley Water is seeking a Senior Environmental Planner who will oversee the environmental planning processes for all Valley Water projects. This is a unique opportunity to help lead a team of environmental planners and support Valley Water’s most important and complex capital projects in the areas of flood protection, dams and reservoirs, infrastructure improvements, and environmental stewardship. The ideal candidate brings an advanced knowledge of CEQA and natural resource permitting. They have a background working on large capital projects, ideally in water resources, and possess the interpersonal and communication skills to successfully develop and advance planning and natural resource initiatives with Valley Water’s partners. This position will also assist in developing and executing the strategic initiatives necessary for Valley Water to achieve its short and long-term goals. THE JOB
The Senior Environmental Planner works in the Environmental Planning Unit within the Watersheds Stewardship & Planning Division and reports to the Senior Water Resource Specialist and Environmental Planning Manager. The Senior Planner serves an integral leadership role, overseeing up to five talented associate and assistant-level environmental planners. They also lead the environmental review and permitting process for some of Valley Water’s most complex projects and collaborate effectively with other cities, counties, and state and federal agencies such as U.S. Army Corps of Engineers, Regional Water Quality Control Board, California Department of Fish and Wildlife, National Marine Fisheries Service, U.S. Fish and Wildlife Service, and others. Much of this role involves project oversight with the goal of minimizing environmental impacts, while still attaining the project goals. The Senior Environmental Planner will guide and mentor their team. They will also manage competing demands, adhere to permitting regulations, and manage consultant contracts.
THE IDEAL CANDIDATE
The successful candidate will be an environmental project manager who understands the importance of resilience and adaptability and has an in-depth knowledge of CEQA and NEPA, along with federal, state, and regional permitting regulations and processes. This position demands strong organizational skills with strategic and analytical thinking. The ideal candidate will lead with a positive attitude, possess strong written and verbal communication skills, and build positive working relationships with others. Problem-solving and critical-thinking skills are essential for this role, as is a customer-service-oriented mindset.
EMPLOYMENT STANDARDS – BACKGROUND & EDUCATION:
The following combination represents the minimum training and experience requirements for this classification:
- Bachelor’s degree from an accredited college or university with major course work in environmental studies, environmental planning, city and regional planning, environmental science, natural resources management, geography, or a closely related field.
- Seven (7) years of professional level environmental planning or related experience involving the evaluation of the impact of proposed public works or capital projects or facilities in the community and the environment.
- Fundamentals of natural resource agency permitting.
- Possession of, or ability to obtain, an appropriate, valid California driver’s license. Individuals who do not meet the driver’s license requirement due to a disability will be considered for a reasonable accommodation on a case-by-case basis.
Substitutions:
- Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years.
- Master’s degree from an accredited college or university with major course work in environmental studies, environmental planning, city and regional planning, environmental science, natural resources management, geography, or closely related field may substitute for two years of the required experience.
- Two years performing professional-level planning not involving full-time work on environmental regulations may substitute for each year of the required environmental planning experience.
Salary and Benefits:
Annual salary of $125,000 – $160,000 DOQ/DOE and an attractive benefits package.

Valley Water Telework Program: This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% on site. Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to work within 150 miles of their primary physical work location located in San Jose, California, by their start date.
