Definition

 

10% COLA (Cost of Living Adjustment) over a four (4) year contract
July 1, 2021 – 4% COLA Increase to Base Pay
July 1, 2022 – 3% COLA Increase to Base Pay
July 1, 2023 – 3% COLA Increase to Base Pay
$1,500 – Monthly Flexible Benefit Plan Contribution for Medical Benefits.

Under general/limited supervision, performs the more difficult professional current or long range planning work; performs related duties as required.

This is the entry level class in the professional planning series.   Work involves the responsibility for assignments in the fields of current or advanced planning which requires the application of fundamental planning principles.  Assignments are generally moderately difficult in scope; however as experience is acquired, the incumbent is assigned more difficult and complex duties.  Assistant Planners are normally considered to be in a continuing training status and as assigned responsibilities and knowledge increase with experience, incumbents may reasonably expect to promote to the next higher level class of Associate Planner.

 

Essential Functions

 

These functions may not be present in all positions in this class.  When a position is to be filled, the essential functions will be noted in the announcement of position availability.

Conducts assignments involving current or long range planning projects; confers with applicants and agency representatives to identify problems; evaluates data and proposes methods to resolve conflicting issues of plan implementation, zoning requirements, and environmental impact.

Evaluates current development projects by detailed review of plans for architectural, zoning and general plan requirements; performs field surveys to identify problems and upon completion of projects to ensure conformance with applicable requirements, discusses recommendations with builders, developers, architects, and real estate professionals.

Contributes to the review and revision of local ordinances; conducts research; prepares planning reports including staff reports, EIR’S, negative declarations and special studies.

Confers and advises architects, engineers, attorneys, developers, and the general public regarding City development procedures and processes.

Responds to inquiries, both orally and in writing; applies planning policies, state laws and local ordinances, or explains procedures; provides assistance to the Planning Commission, City Council, and other committees and commissions; may make presentations.

Coordinates planning activities with other departments, state, county, and federal agencies.

May have lead supervision over interns, professionals, and technicians.

Education and/or Experience
Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for satisfactory job performance.  Example combinations includeCompletion of a four-year college curriculum with major work in planning, architecture, environ­mental design, landscape architecture, or a related field and one year of related work experience.

Knowledge, Skills and Ability
Working knowledge of planning principles and practices, laws, ordi­nances, rules, and regulations; site planning and architectural design; current literature, information sources, and research techniques in the planning field.  Ability to communicate clearly and concisely, both orally and in writing; keep accurate records; analyze data and information; communication effectively with a variety of personnel and establish/maintain effective working relationships; understand, explain and apply policies and procedures; interpret and apply rules, regulations, legislation and policies; understand and follow verbal and written directions, work independently; perform mathematical computations and operate a computer and use of a variety of computer software.

Special Requirements
Possession of or ability to obtain a Class C California driver’s license and a satisfactory driving record.

 

Physical, Mental, Environmental Conditions

Environmental Conditions
Work is performed primarily in a standard office setting; incumbents may be required to work extended hours including evenings and weekends from time-to-time.

Physical Conditions
Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.
