Job Description

Are you looking for an exciting opportunity to join a growing team? Come work for the City of Redondo Beach Community Development Department as a Planning Analyst!

Under the direction of the Community Development Director, the Planning Analyst performs professional-level administrative and specialized analytical duties and functions related to the work program of the Community Development Department.

EXAMPLES OF DUTIES, RESPONSIBILITIES AND EXPECTATIONS

This class is distinguished from other office support and administrative staff classes by the specialized responsibilities inherent to zoning, land use and construction-related functions including but not limited to:

  • Assisting the Community Development Director with Zoning Code amendments
  • Performing analytical research, drafting language, assisting with the preparation of staff reports, resolutions, and presentations, and ensuring proper codification
  • Preparing Notices of Decision, resolutions, and ordinances
  • Preparing Notices of Preparation, Determination, and Exemption in compliance with CEQA and ensuring proper filing
  • Assisting in General Plan updates
  • Participating in department budget preparation, analysis and administration
  • Administrating consulting services contracts, monitoring; and processing accounts payable
  • Administering the Massage Business and Practitioner Registration program
  • Accepting and reviewing applications, verifying accuracy of materials, preparing registration certificates, and working cooperatively with Code Enforcement staff to ensure compliance with provisions
  • Overseeing the City’s Entertainment Permit process
  • Processing and issuing permits for temporary uses and banners
  • Preparing Zoning Compliance Reports
  • Compiling responsive information for public records requests
  • Attending meetings including Planning Commission, Preservation Commission, City Council, and public workshops
  • Designing and maintaining department forms and applications
  • Training and supervising clerical personnel and coordinating the processing of discretionary applications
  • Completing analytical research and preparing reports
  • Working irregular hours including evenings, nights, weekends and holidays, as necessary
  • Being available for call-back and automatic return to work with a reasonable response time for major emergencies, disasters, critical incidents and as otherwise required
  • Providing critical thinking towards thorough and professional recommendations and completed staff work
  • Delivering internal and external customer service
  • Communicating orally and in writing with the public and employees
  • Solving problems and supporting the City’s mission, policies, goals and objectives
  • Establishing and maintaining working relationships and working cooperatively with co-workers, and other members of the supervisory/management team, City staff, other agencies, and the community
  • Exercising tact, self-restraint and good judgment
  • Taking initiative to achieve positive, timely results for the organization with diplomatic skills and ethical conduct
  • Conducting duties, responsibilities, tasks and assignments with a constructive, cooperative, positive, and professional attitude and demeanor
  • Supporting the City’s values of: Openness and honesty; integrity and ethics; accountability; outstanding customer service; teamwork; excellence; and fiscal and environmental responsibility
  • Performing other duties as required

Required Experience / Skills / Education

This position requires:

Knowledge of: Customer service, land use, current and advanced planning theory and practice, research and analytical methods; basic principles and practices of public administration. The position requires knowledge of practices and techniques and methods to accomplish the City’s goals and objectives by combining the appropriate people, resources, process and time to achieve results.

Skills and Abilities: Computer literacy and working knowledge of Microsoft Office, the ability to communicate using email programs, an understanding and adherence to City policies for information technology. Expected competencies include sound decision-making skills, critical thinking ability, problem-solving and innovation skills, drive for results, analytic skills, interpersonal, customer service and diplomatic skills, ethical conduct and proven top performances.

Education and Experience: The position requires graduation from an accredited college or university with a Bachelor’s Degree in Urban Planning, Public Administration or related field and one year of experience in municipal planning, zoning, land use, or a related field.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:
This position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires mobility, hearing, vision and dexterity levels appropriate to the duties to be performed.

Work is primarily performed in a standard office setting with exposure to computer glare, vibrations and pitch. Ability to lift, carry and move objects up to 25 pounds is also required.

The position requires meeting the physical employment standards for the classification.
