What We Do
The Community Development Department of the City of Beverly Hills is responsible for the review and processing of development projects including land entitlements, zoning and plan review, inspection services, permit issuance, and code enforcement. It also oversees programs such as rent stabilization, historic preservation program, animal control and records requests. Community Development also provides staff assistance to 5 city commissions; including, Planning, Architectural, Design Review, Cultural Heritage, and Rent Stabilization.
What We’re Looking for
The City of Beverly Hills is looking for a well-rounded Associate Project Manager for the Community Development Department. This position will be assisting the Major Projects Team within the Planning Division. This vacancy will focus on large and long-term (2 years+) projects with multiple phases. This position will manage multiple and moderately complex construction or other infrastructure projects. This role is expected to review plans, specifications and estimates, participate in the development of overall project scope, and make recommendations for construction methodology. They will also monitor large and complex construction projects and make any necessary changes and adjustments to project throughout all phases of design and construction. Candidates for this position should be effective communicators, both verbal and written, with strong interpersonal skills, attention to detail, integrity, and self-management skills. This position will report to the Project Manager in the Planning Division. Please note that this position requires the use of a personal vehicle as well as City established car insurance policy minimums to be met (City’s Administrative Regulation No 3A.4)
Major Duties:
An Associate Project Manager plans, implements, coordinates, and manages a variety of moderately complex project development activities for various City infrastructure projects.
Incumbents in this class work under less supervision and are responsible for a wide range of projects
Some duties include but are not limited to:
- Manages multiple and moderately complex construction or other infrastructure projects.
- Reviews plans, specifications and estimates; recommends and makes recommendations for construction methodology.
- Reviews, analyzes, and participates in the development of overall project scope. Monitors and recommends necessary changes and adjustments to project throughout all phases of design and construction.
- Serves as liaison and facilitates communication between City staff and contractual development team. Confers, schedules, and monitors the activities of contractors, design professionals, and inspectors, and provides technical information and guidance.
- Prepares Requests for Proposals (RFP) and bidding documents in compliance with City codes for consulting services and other bidding processes, and provides analysis, evaluation and recommendations for award of contract.
- Prepares, negotiates, administers and monitors consultant and project related agreements for a wide variety of construction and maintenance projects.
- Prepares, manages, and evaluates agreements and related contracts and monitors work and services to ensure compliance with contractual terms and conditions.
- Conducts field inspections of project site to assess project progress and to ensure compliance with plans and specifications and applicable codes and regulations. Evaluates and processes change orders.
- Prepares cost projections and data analysis and monitors project budgets for capital improvement projects. Monitors actual project costs to ensure expenditures are within the approved budget. Reviews and approves payment applications for contractors and consultants.
- Prepares reports, including staff reports and monthly project status reports. Maintains records.
- Attends and makes presentations at City Council meetings as required. Represents the Division at meetings and at professional organizations. Participates and makes presentations at interdepartmental, community group, committee, and public meetings.
- Stays abreast of new regulations, technology, trends, and innovations in the field, including environmental and sustainable design standards. Recommends and makes changes as appropriate.
Required Experience / Skills / Education
Education, Training, and Experience:
- Bachelor’s degree in engineering, architecture, project management, construction management, urban planning or a closely related field.
- Three (3) years of progressively responsible experience in project management, and/or experience with architecture or engineering design related to construction projects. Relevant work experience may be substituted for education on a year for year basis.
- Experience working on city government/municipal projects is highly desirable.
Licenses and Certificates:
- Possession of a valid California driver’s license.
- Registration as an architect or professional engineer in the State of California is highly desirable.
Knowledge of:
- Principles, practices, and techniques of project management.
- Construction methods and materials.
- Contract development, negotiation, and administration.
- Methods and procedures relating to public agency bidding and consultant service selection.
- Applicable Uniform Building Codes
- Relevant federal, state, and local laws and regulatory codes and regulations.
- Recordkeeping and scheduling methods.
Ability to:
- Plan, manage, and coordinate multiple projects simultaneously.
- Interpret, apply, and communicate policies, codes, regulations, and laws.
- Review, understand, and interpret construction drawings, plans, designs, and specifications.
- Identify, analyze, evaluate, and recommend solutions to a variety of problems.
- Resolve conflicts with contractors and consultants.
- Prepare and present comprehensive reports.
- Prepare and monitor contracts and ensure that contract terms are effectively implemented.
- Communicate effectively, both orally and in writing. Maintain accurate and complete records.
- Monitor and administer projects’ budgets.
- Establish and maintain effective and cooperative working relationships with City staff, contractors, consultants, a wide variety of individuals, and the general public.
- Serve as a resource to other City staff members, and the public.
- Follow and implement safety rules and regulations.
Skill in:
- Using computer applications relating to project management, – such as AutoCAD.
