Job Description

ESA seeks a highly motivated NEPA Project Manager/Project Director to join us in any of our four Regions (Northwest, Northern California, Southern California, or Southeast). We are looking for a team member with at least 10 years of experience in leading the preparation of National Environmental Policy Act (NEPA) and other environmental compliance documents. This is a senior opportunity in our ever-growing team of Community Development professionals. The position will primarily support NEPA compliance for federal clients, with an emphasis on preparing environmental documents on behalf of the Bureau of Indian Affairs and tribes. Direct experience working with tribes on gaming and development projects, including supporting Fee-to-Trust actions, is desirable.

 

What You Will Do for ESA

 

As a senior level Environmental Planner, you will lead or direct multi-faceted federal and tribal projects in collaboration with scientists, engineers, landscape architects, and other specialists.

 

You will demonstrate a clear understanding of project management principles and practices and be responsible for the development of environmental compliance and planning documents in accordance with applicable guidelines and requirements, while delivering assignments within budget and schedule.

 

Serve as a NEPA specialist, preparing and managing complex environmental analyses and coordinating with key team members, including senior staff, subconsultants, and clients. You will produce technical work and written products that are clear, concise, and well‐supported.

 

Consistently demonstrate your solid writing skills, attentive listening skills, and participate in and/or lead client meetings, present at or provide support at community workshops and public hearings effectively presenting complex technical information clearly and concisely.

 

Lead the preparation of proposals for federal and tribal projects including providing technical input, contributing to proposal writing, identifying opportunities, and engaging with proposal/interview teams. These efforts will include having the responsibility for preparing scopes of work and budgets. You may also lead and direct marketing and business development pursuits including developing capture strategies.

 

Provide mentorship and support for junior staff, including reviewing their work for accuracy and clarity and providing constructive feedback and career development guidance while working on projects together. Foster an inclusive team environment where all employee-owners are valued, respected, and are enabled to work at their highest level.

 

You will thrive in a fast-paced, challenging environment and be able to manage multiple responsibilities and deadlines, while working on a team or independently.

 

 

Required Experience / Skills / Education

Who You Are

 

An experienced NEPA practitioner with a minimum of 10 years of experience in leading or directing the development of high-quality environmental analyses for both federal agencies and tribes. You have prepared and have comprehensive knowledge of tribal policies and land use, and relevant federal environmental laws, including working knowledge of the Endangered Species Act, National Historical Preservation Act, Clean Water Act, and Clean Air Act.

 

You are an effective team member and communicator who proactively identifies and contributes constructively to address broad project or team issues, providing mentoring and coaching to junior staff to foster a respectful, collaborative, and inclusive team environment.

 

You are a planner who has significant experience working on a variety of project types, such as gaming and non-gaming development, natural resources planning, infrastructure development/planning, and/or mixed-use transit-oriented development.

 

You possess excellent oral and presentation skills and have lead and directed marketing and business development pursuits including developing capture strategies, and leading proposals, interviews and presentations.

 

You hold a Bachelor’s degree with major course work in environmental, urban or infrastructure planning, geography, public policy, or a related interdisciplinary field.
