Job Description
Under the general direction of the OPR Director and the day-to-day supervision of the Chief Deputy Director, the Assistant Deputy Director for Planning and Climate Programs is responsible for oversight of OPR’s investment programs including the Integrated Climate Adaptation and Resiliency Program (ICARP) and Regional Early Action Planning Grant (REAP 2.0) programs.
The ICARP, established through Senate Bill 246, is a critical component of California’s strategy and leadership on climate adaptation and resilience. ICARP is charged with developing a cohesive and holistic response to the impacts of climate change by coordinating state and local adaptation efforts to advance implementation. Through the enabling legislation, ICARP is centrally focused on efforts that advance climate equity and support integrated climate strategies, or those strategies that benefit both greenhouse gas reductions and adaptation. The Extreme Heat and Community Resilience Grant Program, Regional Resilience Planning and Implementation Grant Program, Adaptation Planning Grant Program are investment programs to further ICARP’s vision. REAP 2.0 is a key part of the state’s strategic investments toward a more sustainable, resilient, and inclusive future.
The Deputy Director for Planning and Climate Programs supports the Chief Deputy Director in analyzing and disseminating input provided by other State departments, regional agencies, local jurisdictions, legislative staff, and other interested parties when developing policies, guidelines, and formulating recommendations.
The incumbent is required to have expertise in policy disciplines, with an understanding of climate change adaptation and be open-minded and passionate about grant program management, especially focused on supporting long term planning needs in diverse communities across the state. The incumbent must have an understanding of state and local government functions and broad understanding of the practices of public administration, including management and supportive staff services such as budget, personnel, policy and planning, program management and evaluation, and related areas. The incumbent must have a commitment to serving California’s diverse communities and creating a work environment that celebrates diverse backgrounds, cultures, and personal experiences. The incumbent must have an ability to travel up to 20% of the time and occasionally work on evenings, weekends, and holidays.
This exempt position classification range is equivalent to Career Executive Assistant (C.E.A). Salary is compensated based upon experience.

Required Experience / Skills / Education
In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Possession of a Bachelor’s degree in climate science, urban and regional planning, public policy, public health, or other relevant social sciences, environmental or natural resource science, economics, or a closely related discipline; and five years of increasingly responsible professional experience in translating climate science into policy and practice, planning or policy, two years of which must include responsibility in program management or in the direct oversight of the work of a multidisciplinary investigatory or policy staff.
- Possession of a Master’s in the above-named disciplines may be substituted for two years of the general experience.
- Communication skills: Superior written and oral communications, especially the ability to write succinctly and clearly.
- Supervisory Experience: Managerial and leadership experience that demonstrates the ability to manage a team, including managing people, building resources, allocating roles and responsibilities, leading through phases of implementation, and conducting evaluation.
- Organization and Personal Accountability: Ability to prioritize assignments, manage multiple simultaneous projects, ask for assistance when needed, and provide regular progress updates to collaborators, supervisors, and colleagues.
This position is equivalent to a Career Executive Assistant.
