Job Description
The REAP 2.0 Program Manager will work with OPR/SGC staff, HCD and other state partners in the development and implementation the REAP 2.0 grant program. This will include assisting in the development of grant guidelines, reviewing and scoring grant applications, outreach to MPOs, cities, counties, and stakeholder groups to award planning and investment grants that help to implement regional Sustainable Community Strategies. As described in Assembly Bill 140 (2021) the program will assist in “transformative planning and implementation activities” which include “housing, planning, infrastructure investments supporting infill housing, and other actions that enable meeting housing goals that also result in per capita vehicle miles traveled reductions, including accelerating infill development, supporting residents through realizing multimodal communities, shifting travel behavior through reducing driving, and increasing transit ridership.”
The REAP 2.0 Program Manager must stay abreast on management training and best practices. The incumbent must have a commitment to serving California’s diverse communities through the administration of the program and create a work environment that celebrates diverse backgrounds, cultures, and personal experiences. The incumbent must have an ability to travel in order to effectively participate in site visits, public workshops, and meetings up to 15% of the time and occasionally work on evenings, weekends, and holidays. This position is equivalent to Career Executive Assistant (C.E.A)

Required Experience / Skills / Education
In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Possession of a Bachelor’s degree in climate science, urban and regional planning, public policy, public health, or other relevant social sciences, environmental or natural resource science, economics, or a closely related discipline; and five years of increasingly responsible professional experience in translating climate science into policy and practice, planning or policy, two years of which must include responsibility in program management or in the direct oversight of the work of a multidisciplinary investigatory or policy staff.
- Possession of a Master’s in the above-named disciplines may be substituted for two years of the general experience.
- Communication skills: Superior written and oral communications, especially the ability to write succinctly and clearly.
- Supervisory Experience: Managerial and leadership experience that demonstrates the ability to manage a team, including managing people, building resources, allocating roles and responsibilities, leading through phases of implementation, and conducting evaluation.
- Organization and Personal Accountability: Ability to prioritize assignments, manage multiple simultaneous projects, ask for assistance when needed, and provide regular progress updates to collaborators, supervisors, and colleagues.
This position is equivalent to a Career Executive Assistant.
