This recruitment is to establish an eligibility list of qualified candidates to fill one (1) current full-time vacancy within the Community Development Department.
The City of Lynwood is looking for an individual who provides great customer service and has a passion for public service. Having the best employees provides the best service to the community.
Under general supervision of the Director of Development Services, plans, coordinates and manages major planning functions and develops projections to determine future City expansion, and to do related work as required.

EXAMPLES OF DUTIES:

The duties and responsibilities listed below are intended to provide a representative list of the various types of work that may be performed. Specifications are not intended to reflect all duties performed within the job class, and incumbents may expect to perform other related duties.

Plans, coordinates and monitors mid and long range planning and zoning activities for community and economic development; reviews development plans for compliance with zoning ordinances, regulations and policies established by the Planning Commission and City Council; inspects sites, drafts or reviews and approves recommendations regarding proposed zone changes, variances and conditional use permits; researches, analyzes, prepares technical reports, agenda items, makes presentations and provides staff support to the Planning Commission; develops and implements creative solutions to difficult and multi-faceted community development and service problems; supervises and participates in economic studies, analyses factors influencing economic, population, and demographic trends; manage complex planning projects and consulting contracts; assist and coordinate planning activities with various citizen groups and official committees; prepare technical reports on various planning matters and elements of the general plan; review development proposals and work with developers to reach agreement on acceptable site plans; review building plans, parcel maps, and subdivision proposals for compliance with appropriate regulations, and prepare reports of recommendations; assist in preparation of department annual budget, prepares division budget estimates and controls budgetary expenditures; supervises, monitors and assists in the operation of department public counter services; attends City Council meetings as directed.

QUALIFICATIONS:

Knowledge of: Principles of public administration, including budgeting, training, public relations, supervision and department organization; Principles and procedures of city, county, and regional planning and zoning; Techniques used in the development of general plans and environmental impact reports; Report writing principles and techniques; Federal, State and local laws, rules and regulations relating to planning and zoning activities; Current State codes and guidelines; Principles of employee supervision and training;

and

Ability to: Plan, organize, direct and participate in the planning and zoning activities of the City; Formulate planning ordinances and recommended policies; Collect and analyze data and develop and administer plans; Interpret, explain and apply applicable laws, rules and regulations; Formulate and administer a department budget; Serve as technical advisor to the Planning Commission, City Council and the general public on planning and zoning matters; Establish and maintain cooperative working relationships with subordinates, elected and appointed City officials and the general public; Speak and write effectively.

Required Experience / Skills / Education

REQUIREMENTS:

Experience: Four years of journey level experience in municipal planning and zoning; including at least two years in an administrative or supervisory capacity; and public contact experience.

and

Education: A Bachelor’s degree from an accredited college or university in urban or regional planning, architecture, public administration or a related field.

SPECIAL REQUIREMENTS:

Possession of a valid California Class C driver’s license issued by the California State Department of Motor Vehicles and a good driving record.
