Position Description:
UCLA Capital Programs conceptualizes, plans, designs, and oversees construction of major campus improvement projects. Under general supervision of the Assistant Director, you will be a key member of the Capital Planning team and will play a vital role in our capital planning and analysis function, support the development of capital projects and business case analyses, and assist in other problem-solving tasks.
The Planning Specialist 3 position requires an experienced professional with a full range of capital planning skills. The planner provides capital planning assistance in evaluating campus submittals for major construction projects and project approvals. The work includes the development of project materials pertaining to scope, schedule, and budget. Some aspects of the position involve analysis of project drawings and plans, as well as review of funding sources. The incumbent will assist in the development of reports and graphic presentations.
The planner works with independence in providing analysis, developing process strategies, and ensuring project consistency with University policies and priorities. Incumbent must possess excellent analytical, written, and oral communication skills. The planner must demonstrate good judgment in communicating with stakeholders.
RESPONSIBILITIES
Capital Budget Administration (50%)
– Facilitates initiation of capital improvement projects.
– Analyzes project planning assumptions for conformance to budget, funding and scheduling parameters, as well as State, University and campus requirements.
– Supports the development, updating, and maintenance of capital project documentation (including Project Planning Guides, Capital Project Summaries, and Administrative Approvals).
– Monitors capital improvement budgets and prepares analytical project history and expenditure reports.
– Supports the preparation and submittal of Regents Items.
– Prepares responses for scheduled campus reports (including the 6-year Capital Financial Plan, the annual Major Capital Projects report, post-completion reporting on individual projects, and project close-out budgets).
– Reviews project amendments for scope and funding changes.
– Prepares special studies and reports, as assigned.
Capital Project Development and Programming (25%)
– Contributes to detailed analyses of program space needs, development of alternate solutions, and staging plans.
– Analyzes proposed plans for responsiveness to program requirements and institutional impact.
– Reviews and evaluates project proposals and documentation for project approval to assure adequacy and consistency of content.
– Develops Business Case Analyses and perform related critical assessments to justify the cost-effectiveness of new major capital projects.
– Develops recommendations to resolve issues, along with supporting analyses.
– Prepares statistical and graphic supporting material.
– Provides follow-up on project issues.
Asset Management (25%)
– Support the development of space utilization analyses to determine the most appropriate uses for university facilities. Correlates campus metrics that impact the amount and quality of space needed, including indirect cost recovery resources for research space, student enrollment and supply/demand data for housing projects, and other relevant quantitative data.
