Job Description
Under general and minimal supervision of the Community Development Director. This position assists in the management of the City’s planning operations; performs professional and technical duties involving current and advance planning activities, including limited environmental analysis.
• Assists in the implementation of the Community Development Department’s goals, objectives, policies, and priorities.
• Serves as project manager for residential, commercial, and mixed-use discretionary applications, which are typically large in scale or those that are more complex or controversial in nature.
• Reviews and analyzes development proposals for potential environmental impacts, in compliance with procedures outlined in the California Environmental Quality Act (CEQA).
• Assists in preparing, updating, and implementing various elements of the General Plan.
• Assists in the comprehensive update of the Zoning Code, including public outreach, data interpretation, and drafting of code sections and policy preparation, to implement the General Plan.
• Drafts ordinances and resolutions.
• Manages and coordinates large and complex planning projects related to current and long-range planning issues.
• Makes authoritative interpretations of applicable regulations and policies.
• Provides written and oral presentations at Planning Commission, City Council, Environmental Advisory Committee, and other public meetings.
• Assists with applications for, and administration of, state and federal grant programs, as needed.
• Assists in monitoring housing and land use related legislation that may affect City regulations and policies; and the preparation of concise, understandable summaries of complex information contained in the respective legislation.
• Offers assistance at the public counter and on the telephone for general inquiries.
• Supervises Assistant Planner and oversees day-to-day activities of Department staff primarily responsible for counter assistance.
• Serves as staff liaison for City’s Environmental Advisory Committee and the City’s environmental efforts.
• Provides staff representation at the Chamber of Commerce during monthly Economic Development Committee meetings.
• Performs related work as required.
• May supervise the Community Development Department in the absence of the Director as may be assigned.
Required Experience / Skills / Education
Education and Experience:
Any combination of education and experience that would provide the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills
would be:
• Bachelor’s Degree from an accredited college or university with a major in City or Urban Planning, Public Administration, Architecture, Geography, Economics or related field.
• Additional graduate training is desirable and a Master’s Degree in Urban/Regional Planning, Public Administration or related field is highly desirable and may be substituted for up to one additional year of experience.
• Five years in a progressively responsible position in municipal planning including two years with a City or County.
Job-related Certifications/Licenses:
• Must possess a valid California Driver’s License with a safe driving record.
• AICP Certification highly desired.
Knowledge of:
• Organization and operations of municipal government.
• General City operations, and applicable Federal, State and local regulations.
• Techniques, principles, practices and procedures of urban planning and zoning.
• Applicable federal, state and local laws, ordinances and regulations, including the City Municipal Code, the California Environmental Quality Act, and California laws relating to subdivisions, annexations, zoning, housing, and land use.
• Techniques and processes involved in the preparation and implementation of
• long-range plans.
• Procedures for Request for Proposal (RFP) preparation, consultant selection and management, and contract budget management.
• Advanced theories, principles, and practices of planning, housing, and regional environmental issues.
• Economic analysis as applied to urban planning.
• Strong customer service skills; negotiation and mediation techniques. .
• Architectural and urban design principles.
• Statistics, mapping, sources of basic research, technical and professional publications, state and federal data and commercial documents and organizations providing pertinent planning information.
• Modern office procedures and methods including computer equipment, word processing, spreadsheet, database, graphic presentations and other needed specialized software applications, and internet and electronic communication
• Ability to type with accurate spelling and grammar;
• Operate standard office equipment;
• City ordinances and administrative rules and regulations affecting operations;
• Techniques for dealing effectively and with a high-level customer service interacting with the public, vendors, contractors, and City staff, in person and over the telephone.
• Basic supervisory skills, desired.
Ability to:
• Communicate clearly and concisely, orally and in writing; understand and follow oral and written instructions;
• Develop clear, concise and comprehensive studies, reports and agenda items;
• Establish and maintain cooperative relationships with City officials, City staff, other government agencies, contract service providers, civic leaders and the
public.
• Prepare and interpret ordinances and resolutions.
• Read and interpret architectural and grading plans.
• Formulate land use policies.
• Properly interpret and make decisions in accordance with laws, regulations and policies.
• Exercise independent judgment while carrying out duties and responsibilities;
• Manage available resources to meet service levels and changing public demands.
• Perform mathematical calculations and recordkeeping.
• Maintain professionalism, courtesy and composure at all times, including stressful situations, and handle disputes and complaints in a calm manner.
Must clear LiveScan fingerprint (background) check.
Must pass Pre-placement physical exam.
Must clear E-Verify process.
PHYSICAL REQUIREMENTS
Moderate; Typical office setting with prolonged periods of sitting; may require some driving to different locations; Requires the ability to walk long distances, including uneven terrain; Performs work involving lifting, pushing and/or pulling of objects which may weigh up to 25 pounds; Intermittently twist to reach office equipment; write or use a keyboard to communicate through. General use of standard office equipment, including a computer and computer screen for extended periods of time. Intermittently twist to reach office equipment; bend, squat and kneel when filing; walk and stand when operating office equipment; write or use a keyboard to communicate through written means; hear and talk with the public; file papers and reports. May be required to attend periodic evening meetings and/or travel within and out of the City boundaries to attend meetings/training; Respond to emergency situations related to City-service; May be required to work evenings and/or weekends; Ability to be present at work during normal business hours; Ability to hear and speak to communicate in person or over the telephone. Must be able to handle stressful
situations.
