Join the City of Hillsboro’s Community Development Department as a Senior Planner focused on housing policy in our dynamic Long Range Planning Section.
As a Long Range Senior Planner, you will play a crucial role in shaping many community policies including Hillsboro’s Housing Production Strategy. Your responsibilities will include identifying and implementing City proposed actions, measures, strategies, goals, policies, tools, programs, and partnerships to address the housing needs of our growing and diverse population. Additionally, you will lead equitable development planning along the TV Highway corridor’s future bus rapid transit line, fostering inclusive growth in Hillsboro. Your key duties will involve advanced project management, policy research and development, coordination with public, private, and non-profit organizations, and ensuring meaningful public engagement, particularly for historically marginalized community members.

About You:
Access to housing is a major priority in Oregon and Hillsboro, and we are seeking an experienced individual who can effectively engage with private sector and nonprofit housing developers, collaborate with City and regional government leaders, and involve community members in finding solutions for our community’s needs. We welcome candidates from nontraditional backgrounds, recognizing that diverse experiences contribute to the right mix of skills for this role.
- You have a background in land use, housing, policy, or related experience with the intersection of housing and land use.
- As a seasoned project management professional, you excel in managing 1-2 large-scale projects that involve policy work, collaboration with consultants, agency stakeholders, developers, and community members.
- Your strength lies in fostering a culture of collaboration.
- Ideally, you possess conversational Spanish language skills. Your ability to communicate in Spanish will contribute to creating an inclusive and accessible experience, given the significant number of Spanish-speaking community members in the area. The City of Hillsboro offers a bilingual pay incentive.
What You Will Be Doing:
As the Long Range Senior Planner with a focus on housing policy, you will play a pivotal role in the City of Hillsboro’s efforts to address housing needs and overall growth and development. Your responsibilities will include:
- Applying a systems thinking approach to identify and respond to opportunities within our community.
- Managing projects involving plan and policy development, defining project scope, creating schedules, coordinating with various departments, agencies, and stakeholders, providing technical guidance, and presenting recommendations.
- Leading and supporting assigned staff, including reviewing and editing staff reports.
- Handling inquiries and complex information requests related to studies, plans, and other relevant matters.
- Overseeing the preparation of plans, studies, reports, ordinances, and amendments, providing recommendations, and effectively communicating complex technical information.
- Coordinating and implementing community engagement efforts, including facilitating presentations on sensitive issues to the general public.
- Performing other duties of a similar nature and level as assigned.

Required Experience / Skills / Education
Acceptable Experience and Training:
Bachelor’s degree and minimum of 5 years of experience in planning, housing, public policy, or related field. The City will consider any equivalent combination of knowledge, skills, education, and experience to meet minimum qualifications. Individuals with broad backgrounds and skill sets are encouraged to apply.
Licensing/Certifications:
Depending on assignment, some positions may require:
- Valid Driver’s License and safe driving record.
- Bilingual fluency in English and Spanish is preferred but not required.
