Job Description
The City of Modesto is recruiting nationally for a highly motivated, innovative, and result-driven Planning Manager. In 2022, Modesto voters passed Measure H, a 1% sales tax measure, adding approximately $39 million to the City’s general fund. The new Planning Manager will play an integral role in updating the City’s General Plan, Municipal Codes, and handling major Development Projects. The Planning Manager reports to Community and Economic Development Director and is an integral position for the City of Modesto’s future. The Planning Manager is responsible for planning, organizing, directing, and coordinating the 9-person Planning Division, which includes current and advanced planning units. The Planning Manager will oversee all Planning activities for the City of Modesto including the Comprehensive Urban Area General Plan Update, numerous specific plans and plan amendments, code updates to ensure adherence to State regulations, zoning updates, and implementation of the recently prepared plans. The City offers a competitive executive salary range of $120,598 – $146,598, which is negotiable and commensurate with the successful candidate’s qualifications and experience. The Planning Manager will also receive an excellent benefits package including enrollment into the Public Employees Retirement System, CalPERS, 2% @ 60 for classic members or 2% @ 62 for PEPRA members, 80 hours management leave annually, City paid life insurance, City contributions to a retiree health savings account and matching contributions into 457 and 401(a) Deferred Compensation plans. Additionally, this position will receive in 2024 a 3% increase plus a 2.5% market adjustment, 2025 a 3% increase, and 2026 a 3% increase. The City also offers incentive pays for a Bachelor or Master degree of 2.5% or 5% respectively.
Required Experience / Skills / Education
Education: Equivalent to a Bachelor’s degree from an accredited college or university with major coursework in urban or regional planning, geography, or a related field. A Master’s degree in urban or regional planning, public administration, or a related field is desirable.
Experience: This position requires a minimum of five years of progressively responsible urban planning, regional planning, or a related field, including two years of management responsibility.
License or Certificate: Possession of certification by the American Institute of Certified Planners is desirable.
