Job Description
Under direction of the Planning and Land Use Manager, the Assistant Planner will support a variety of assignments involving research, policy and data analysis, and contributions to planning guidance and technical advisories across a wide spectrum of topics that affect planning and climate in California. The Assistant Planner will work with other state agencies, local governments, and public stakeholders on research, programs, and policies across the areas of land use, housing, climate resiliency and adaptation, conservation, open space planning, equitable and inclusive communities, environmental justice, and transportation.
The main responsibilities of the Planning and Land Use team at GO-LUCI include: Developing and maintaining technical guidelines and advisories for interpretation and implementation of California state laws; reviewing and analyzing proposed housing, land use, transportation, and conservation bills; providing technical assistance to local governments and other stakeholders; collaborating with research institutes and other state agencies to develop effective data strategies and policies that achieve California’s priorities to address climate and planning issues;
conducting interagency coordination and collaboration to review data, plans, policies and strategies of other agencies and engaging them to review GO-LUCI’s plans and documents; and, soliciting input from local government and a variety of stakeholders for the guidelines, technical advisories, and strategic plans created by GO-LUCI
This position is eligible for telework in accordance with the GO-LUCI Telework Policy.

Required Experience / Skills / Education
Desirable Qualifications
In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
• Principles, practices, purposes, scopes, and techniques of various phases of urban planning and land use; research, data collection, and analysis methods (could be qualitative, quantitative, GIS, or mixed methods) applicable to specialty area(s); federal, state, and local laws and ordinances; graphic presentation methods; and principles of project management.
• Ability to collect, analyze, and interpret complex data; assess information in a variety of forms and from various sources and make judgments and recommendations; prepare written reports and make oral presentations of recommendations in meetings and workshops; work effectively in a team environment; establish and maintain cooperative relationships with government agencies, community groups, special interest advocates, and the general public; work collaboratively with staff and others; build consensus among diverse groups; and present technical information to a general audience.
• Experience using Excel Spreadsheets, Asana, Adobe Creative Suite, qualitative and/or quantitative data analysis software, and GIS desirable but not required.
