PROJECT MANAGER, TRANSIT ASSET MANAGEMENT (RAIL SYSTEMS)

Job Description

To develop, oversee, manage, and maintain Metro’s asset management condition and performance assessment for wayside systems (train control, traction power), fire/life safety asset classes, and rolling stock; and to coordinate cost, schedule, budget, condition and performance targets; and perform prioritization and reporting to support potential development of Metro capital projects.

 

Example Of Duties

 

    Serves as lead technical expert with primary responsibility for condition, performance and risk assessments for wayside systems (train control, traction power), fire/life safety and rolling stock

    Employs linear asset management systems

    Implements and analyzes advanced maintenance techniques (root cause, failure analysis, reliability centered maintenance, predictive maintenance, condition based maintenance, etc.)

    Interprets data on failure analysis, performance incidents and inspections to inform on risks and condition ratings

    Creates, manages, and documents business processes and procedures for conducting asset type condition assessments consistent with FTA’s Transit Economic Requirement (TERM) 1-5 State of Good Repair (SGR) Asset Scale

    Provides primary management and serves as technical resource for all SGR Inspectors and inspection activities

    Participates in development and enhancement of Enterprise Asset Management (EAM) project Management Information System and/or Financial Information System components and modules; implements standard computerized project tracking and status reporting systems

    Develops guides, standards, and implements inspection procedures especially for the collection of condition data into the asset inventory database/EAM system and reporting of performance and condition data

    Interfaces and coordinates with other departments — Operations, Finance, Planning, Engineering, and Procurement on TAM/SGR projects, programs, funding, policy and other issues

    Assists with analysis and interpretation of data for use in asset prioritization, project development, lifecycle planning

    Conducts trend analysis for identification of possible defects, reports findings, and follows up to resolve issues

    Participates in the design, implementation, and training of inspection staff on keeping data useful, accurate, and up to date in the EAM /asset inventory database

    Leads studies and analysis of advanced maintenance practices including predictive and reliability centered maintenance

    Serves as technical resource for rehab/replacement decision-making, developing performance/condition measures, SGR ratings, training on data collection/reporting for the asset inventory/EAM

    Provides data mining of Metro’s maintenance management/EAM system to monitor and report on performance and conditions

    Liaises with asset owners and the TWG to help insure asset inventory and conditions are updated on a regular basis

    Develops and oversees condition estimating, cost estimating, budgeting, cost management and control, scheduling, configuration management, and management information system and reporting activities within the ETAM unit

    Identifies problems and manages resolution of issues and actions to ensure daily completion of required task efforts involving budget, cost, schedule and other Project Management responsibilities

    Reviews, analyzes, and monitors actual project performance related to budget, cost, and schedules management activities

    Identifies problems and recommends resolutions to budget, cost, and schedule-related activities

    Prepares and presents reports to management and the Board of Directors

    Oversees performance and evaluates work of consultants to ensure compliance and consistency with agency, department, and project objectives

    Communicates and implements safety rules, policies, and procedures in support of the agency’s safety vision and goals; and maintains accountability for the safety performance of all subordinate employees

    Manages department including developing, monitoring and adhering to Metro’s policies/procedures, budget and achieving units goals and objectives

    Contributes to ensuring that the EEO policies and programs of Metro are carried out

 

 

Required Experience / Skills / Education

Requirements For Employment

    Bachelor’s degree – Engineering, Construction, Business, Planning or other related field

    5 years of senior-level project management experience overseeing the maintenance and repair of industrial building and equipment or overseeing contractors in the repair and maintenance or construction of facilities and related systems and equipment

    Valid California Class C driver license

Knowledge:

    Rail vehicle maintenance, design performance and operation; or facilities maintenance; or electrical/electronic, construction, civil, structural, mechanical, industrial engineering

    Theories, principles, and practices of electrical power, mechanical and control systems and subsystems

    Theories, principles, and practices of rail vehicle maintenance and engineering

    Working knowledge of wayside power and control systems

    Theories, principles, and practices of transit asset management, project management, including budget cost management

    Mandated regulations including public utilities commission inspections, rail maintenance division inspections, and various internal/external audits (FTA, Triennial audits)

    Applicable local, state, and federal laws, rules, and regulations

    Engineering and construction concepts

    Contract administration

    Personal computer business software applications

    Modern management theory

Abilities:

    Develop condition/performance assessment methods, procedures and standards for inspection

    Manage projects to scope, schedule and budget

    Oversee the operations of multiple asset class assessment inspectors, consultants and work units

    Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements Analyze situations, identify problems, and recommend solutions

    Exercise judgment and creativity in making decisions

    Plan financial and staffing needs

    Compile, analyze, and interpret complex data

    Determine strategies to achieve goals

    Prepare comprehensive reports and correspondence

    Interact professionally with various levels of Metro employees and outside representatives

    Communicate effectively orally and in writing

    Read, write, speak, and understand English
