Job Description

Duties may include, but are not limited to, the following:

  • Evaluates rezoning, variances, conditional use permits, subdivisions, design reviews, residential development plans, state and local ordinances, local coastal programs, and regulations
  • Prepares various comprehensive reports, Requests for Qualifications, Requests for Proposals for studies and reviews, various planning matters, environmental requirements and regulations, and ordinances
  • Presents planning objectives and policies to Planning Commission and City Council, various organizations, agencies and public groups
  • Manages contracts with outside consultants and agencies responsible for the review and enforcement of regulations
  • Advises architects, builders, attorneys, contractors, engineers, property owners, applicants, and the general public regarding city development policies and standards related to the environment, zoning, planning, and development actions
  • Analyzes and interprets social, economic, population and land use data and trends
  • Processes development applications, conditional use permits, zone text, and map amendments
  • Responds to inquiries for information from the public both in-person, on the telephone, and through email
  • Processes permit applications, zone text, and map amendments
  • Performs site plan and design reviews for development proposals
  • Perform related duties as required

  • Legal & Regulatory Navigation – Understanding, interpreting, and ensuring compliance with laws and regulations
  • Professional & Technical Expertise – Applying technical subject matter to the job
  • Using Technology – Working with electronic hardware and software applications
  • Informing – Proactively obtaining and sharing information
  • Presentation Skill – Formally delivering information to groups
  • Customer Focus – Attending to the needs and expectations of customers
  • Relationship Building – Establishing rapport and maintaining mutually productive relationships
  • Collaboration – Engaging others for input, contribution

MINIMUM QUALIFICATIONS:

Experience/Education

  • Bachelor’s degree from an accredited college or university in Planning, Environmental Studies or a related field; Two (2) years’ experience involving professional public planning and zoning work. Possession of a master’s degree may substitute for up to one year of required experience
  •  Possession of, or ability to obtain, a valid California driver license. Must also be able to meet driving record standards set by the city’s driving policy
