Mobility Corridors has two vacancies to fill: Senior Manager, Transportation Planning will support the development and implementation of regionally-significant mobility corridor projects, including serving as the project manager for planning activities, environmental clearance studies, and early conceptual design of a Measure M project.
- 2. Long Range Transportation Planning has one vacancy to fill: Senior Manager, Transportation Planning will support the development of Metro’s Long Range Transportation Plan Update, implementation and management of related ongoing policies, programs, plans, and projects countywide. This includes leading a team of professional planners and working with consultants.

Basic Function
- Oversees, manages, and executes all work activities associated with plan development, systemwide planning, multi-modal project and program implementation, environmental review, transit oriented community development projects, capital management, and technical analysis for all assigned projects as well as coordinates the work of other staff on related projects in a major transportation mode or program
Example Of Duties
- Coordinates the work of subordinate employees and consultants involved with various major projects and/or programs in multiple geographic areas
- Leads and facilitates meetings to develop agency-wide and departmental strategies, processes, and policies
- Conducts complex transportation planning, implementation, funding, and analytical projects and programs; manages operating/capital projects and programs
- Manages and leads the development and implementation of Measure M projects
- Develops and oversees the analysis for environmental review documents in accordance with CEQA/NEPA
- Participates and promotes the development of programming, planning, strategies, and policy guidelines for land use programs and projects along transit lines and transportation corridors and in other viable areas
- Directs analyses and makes recommendations supporting the planning, offering, marketing, or disposition of Metro properties and station sites
- Develops, negotiates, and executes major cooperative and service agreements, Memorandum of Understanding, and interagency funding plans to include scopes of work, financial plans, schedules, and contracts with other agencies and private developers
- Develops, forecasts, and monitors budgets for plans, programs, and projects
- Provides technical support and policy guidance to management on Metro plans, programs, and projects
- Applies, develops, and evaluates analytical, quantitative, and statistical tools and their result
- Represents Metro, provides consultation services, and makes presentations to stakeholders, the public, and local, regional, state, and other agency committees and boards
- Coordinates and disseminates information to various agencies, groups, and departments
- Reviews and evaluates contractor proposals; negotiates award amounts, operating standards, and work projects; ensures productive use of contractors; participates and takes leadership position in regional forums; leads interagency task forces and technical advisory groups
- Participates in regional and statewide transportation forums
- Evaluates proposed legislation/policies for impact on specific plans, programs, and projects
- Evaluates the costs, benefits, and risks of alternative funding plans, programs, and projects
- Develops and evaluates transportation plans and projects and reviews transit operations plans
- Reviews and evaluates contractor proposals; negotiates contract award amounts, evaluates work products, and ensures productive use of contractors
- Analyzes and manages contractor/consultant contracts and budgets
- Prepares and reviews engineering studies and specifications
- Prepares comprehensive reports, board reports, correspondence, and cost estimates
- Supervises, trains, and provides technical assistance to subordinate staff
- Communicates and implements safety rules, policies, and procedures in support of the agency’s safety vision and goals; and maintains accountability for the safety performance of all subordinate employees
- Contributes to ensuring that the EEO policies and programs of Metro are carried out

Required Experience / Skills / Education
Requirements For Employment
- Bachelor’s degree – Urban or Transportation Planning, Engineering (Civil, Transportation, Structural, Industrial, Mechanical, Architecture, etc.), Business, Public Administration, Political Science, Urban Design, Public Policy, Economics, or other related field
- 5 years of progressively responsible experience in transportation planning, project management, urban design, transportation system design and research, environmental review, transportation finance, operations planning, or other related area, with a minimum of one year project manager-level experience managing a regionally significant project
- Master’s degree in a related field is desirable
Preferred Qualifications
- 5 or more years of experience in transportation planning, developing and implementing complex, multi-faceted projects or programs
- At least 1 year of project manager-level experience working on an environmental study or preparing an environmental document for a regionally significant transportation project in accordance with CEQA/NEPA
- Experience preparing formal reports, agreements, correspondence, and delivering oral presentations
- Ability to read or interpret conceptual engineering drawings
