Basic Function
Assists the Chief Planning Officer in directing the mission, goals, and objectives of transit planning and programming, policy analysis, integration of system wide elements, and capital planning in support of the strategies and programs in an assigned department within Countywide Planning and Development. Directs staff in the development of mobility corridor transit planning programs and studies, including the planning, designing, environmental clearing, and public engagement processes for new and substantially upgraded transportation corridors; these corridors include Heavy and Light Rail Transit, Bus Rapid Transit, Active Transportation and Rail Connectivity Projects.
Example Of Duties
- Assists the Chief Planning Officer in directing the overall programs of Metro’s multi-modal planning and programming services by establishing goals, major priorities, and developing strategies and resolutions to major transportation issues of an assigned department
- Consults with and makes recommendations to Metro senior management, Board of Directors, and municipal and transportation officials on the direction, progress, and preparation of specific Countywide Planning and Development policies, programs, and projects within the assigned operational unit(s)
- Works with outside agencies and policy makers to secure support for programs and projects and create partnerships; chairs and serves as a member of inter-departmental and inter-agency committees
- Works with all departments in Countywide planning to coordinate systemwide elements of transit planning, including bus/rail interface, rail integration, location and adequacy of support facilities
- Directs the development of work plan goals, objectives, policies, procedures, budgets, and work standards while monitoring progress and areas for improvement
- Oversees and reviews funding applications for various programs
- Tracks and analyzes changes in local, state, and federal legislation and funding programs that affect assigned operational units as well as Metro’s overall goals; and advocates for these programs as necessary and appropriate
- Develops new programs, projects, and plans in coordination with other Metro departments and outside agencies
- Monitors capital and operating budgets and adherence to policies and procedures
- Interacts with and represents Metro before elected officials, business, professional, civic, government, and community groups regarding Metro’s plans, policies, programs, and services
- Directs the conduct of studies, investigations, and analyses; presents oral and written reports of findings and recommendations
- Maintains and updates long-range resource needs and contingencies to support Metro projects
- Develops short- and long-term staffing plans; supervises, motivates, mentors, and develops staff while maintaining a positive and productive work environment for growth, cooperation, and employee professional development
- Contributes to ensuring that Metro policies, programs, and initiatives are carried out
- Communicates Metro’s safety vision and goals; oversees the implementation of agency and departmental safety rules, policies, and procedures; and maintains accountability for the safety performance of all assigned employees

Knowledge:
- Theories, principles and practices of planning and development applicable to assigned area, which may include transportation planning, environmental planning, land use and urban planning, community development, affordable housing, and/or real estate development
- Applicable local, state, and federal laws, rules, and regulations governing transportation policies, and various transportation and/or community development funding sources
- Financial, analytical, and statistical procedures applicable to assigned area, which may include research, geo-spatial, and mathematical processes
- Administrative principles and methods, including goal setting, program and budget development and implementation
- Social, political, and environmental issues influencing transportation programs
- Principles of adaptive management and leadership
Skill in:
- Planning, organizing, and implementing an integrated work program of for a major departmental division involving multi-modal planning, countywide planning, integration of all systemwide elements (bus/rail interface), grants management, and/or programming services
- Analyzing situations, identifying problems, implementing strategic solutions, and evaluating outcomes
- Providing detailed policy analysis and establishing and implementing comprehensive detailed policies, procedures, plans, work standards, internal controls, and other protocols
- Understanding, analyzing, and developing solutions to complex planning and design concepts
- Exercising sound judgment and creativity in making decisions
- Managing staff and budget resources toward realizing complex and multi-faceted work programs
- Determining strategies to achieve goals
- Communicating effectively orally and in writing to a wide variety of audiences
- Interacting professionally with various levels of Metro employees, outside representatives, elected officials, and the general public
- Mediating and negotiating complicated conversations, with a variety of stakeholders

Requirements For Employment
A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a two-for-one year basis. A typical combination includes:
Education
- Bachelor’s degree in Business, Public Administration, Urban Planning, Transportation Planning, or a related field; Master’s Degree in a related field preferred
Experience
- Eight years of relevant senior management-level experience in transportation planning, programming, and project development or project planning, and management of new business opportunities
Certifications/Licenses/Special Requirements
- A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
- American Institute of Certified Planners (AICP) or other professional certification in Transportation Engineering, Environmental Planning, or a related field preferred

- Experience directing the planning, design, and environmental clearance of regionally significant transit corridor projects and programs
- Experience managing transportation planning teams to ensure work is completed on-time and within budget
- Experience ensuring compliance with the California Environmental Quality Act (CEQA) and/or the National Environmental Policy Act (NEPA)
- Experience presenting complex information effectively and concisely both orally and in writing to board members, committees, and/or the public
