Job Description

The City of Long Beach is seeking a highly qualified and experienced professional Mobility Programs Officer to work in the Department of Public Works.

T H E   P O S I T I O N

The Mobility Programs Officer is an at-will position that reports to the City Traffic Engineer and is responsible for the development, management and administration of the City’s mobility programs.  The position supervises four staff members engaged in the implementation of various neighborhood traffic and alternative mobility programs. The Mobility Programs Officer is charged with managing the implementation of the City’s micromobility programs including, the Bicycle Master Plan. The Mobility Programs Officer will develop micromobility programs that will have the stated goal of making Long Beach the most bicycle and pedestrian friendly city in the United States. In addition, the position works closely with the Traffic Engineering team supporting implementation and construction of projects that have an emphasis on multi–modal transportation and micromobility. The position will lead efforts related to Grant applications and the development of many high profile City commitments.

S A L A R Y   &   B E N E F I T S
The Mobility Programs Officer has a salary range of $100,000 to $115,000; appointments are generally made at or below midpoint. Salary is commensurate with work experience. The City’s compensation package also encompasses an attractive benefits package that includes:
  • Retirement – City offers CalPERS with a benefit of 2.5% @ 55 for Classic members or 2% at 62 for new members as defined by PEPRA, subject to the limitations set by PERS.  Employee pays the employee portion.  The City also participates in Social Security.
  • Vacation – 12 days (96 hours) after one year of service; 15 days (120 hours) after four years, six months of service; 20 days (160 hours) after 19 years, six months of service.
  • Executive Leave – Forty (40) hours per year.
  • Sick Leave – One day (8 hours) earned per month; unlimited accumulation; conversion upon retirement to cash credit toward health and/or dental insurance premiums, or to pension credits.
  • Holidays – Nine designated holidays per year, plus four personal holidays (8 hours per holiday).
  • Monthly Transportation Allowance
  • Health Insurance – Two plans are available: one HMO, and one PPO plan. The City pays the major portion of the premium for employee and dependents.
  • Dental Insurance – Two dental plans are available for employees and dependents.
  • Life Insurance – City-paid term life insurance policy equal to three times annual salary to a maximum of $500,000.
  • Disability – City-paid short-term and long-term disability insurance.
  • Flexible Spending Account – Optional election for employees to reduce taxable income for payment of allowable childcare or medical expenses.
  • Management Physical – Annual City-paid physical examination.
  • Deferred Compensation – Available through ICMA Retirement Corporation.

C I T Y   G O V E R N M E N T
Long Beach is a full-service Charter City governed by nine City Council members who are elected by district.  The Mayor is elected at-large. Elected officials also include the City Attorney, City Auditor, and City Prosecutor.  The Mayor and City Council are subject to a three-term limit, which allows them to serve for a maximum of twelve years.  The City Council appoints a City Manager to oversee the administration of all City departments, excluding the Office of the City Clerk and those under the direction of a separately elected official, Board or Commission.  In addition to  its traditional services, Long Beach maintains one of the world’s busiest seaports, which serves as a leading gateway for international trade.  The City also has its own full-service commercial airport and Energy Resources Department and is one of the only three cities in California with its own Health Department.  Long Beach is supported by a total Fiscal Year 2020 budget of $2.8 billion, with a General Fund budget of $550 million.  More than 5,500 full and part-time employees support municipal operations with the majority being represented by twelve employee associations.T H E   D E P A R T M E N T

The mission of the Department of Public Works is “to maintain and enhance the City’s infrastructure and environment for the benefit of the public.” The Department’s core services are focused on providing for and maintaining safe and efficient infrastructure for the community, providing for sustainable environmental protection including water quality and waste collection and diversion, and safely and efficiently designing, constructing, delivering, protecting and maintaining services for public facilities and  public rights-of-way. The Department has six bureaus: Business Operations, Engineering, Environmental Services, Project Management, Public Service, and Transportation Mobility. The Department has 505 positions with a Fiscal Year 2020 budget of $242 million, including the Operating and Capital Improvement Budgets. T H E   I D E A L   C A N D I D A T E 

The Mobility Programs Officer candidate will embody the attributes of principled leadership: trustworthy, values, ethics, commitment, honesty, involvement, and vision.  The ideal candidate will be a seasoned transportation and mobility professional with a creative, collaborative approach and the ability to work with a diverse group of stakeholders with varied interests. The ideal candidate will be a results oriented multi-tasker with strong project management skills, a direct communicator who embraces ideas and contributions from others. The ideal candidate will have a strong knowledge of municipal transportation issues, neighborhood traffic and parking management strategies, government funding including grant writing, and be a strong presenter with excellent interpersonal skills who is comfortable making presentations to City management, elected officials, community groups and local agencies. Experience in a transportation agency, health department, or municipal government and experience with full spectrum transportation and mobility planning and issues related to private development, public/private partnerships, open space/access issues, and experience implementing creative and progressive multi-modal solutions in a complex urban environment is desirable.

M I N I M U M   R E Q U I R E M E N T S

The Department of Public Works invites candidates who meet the following minimum requirements to apply:
  • Five years of progressively responsible professional, administrative, and leadership experience performing work related to transportation, mobility, and/or urban planning.
  • A Bachelor’s Degree in Civil Engineering, Urban Studies, Planning, or a related field,  from an accredited college or university. A Master’s Degree in Transportation Planning, Planning, or a related field may be substituted for one year of the required experience.
  • Willingness to work some evenings to represent the Bureau and City at public meetings and external agency hearings.
  • Possession of a valid Class C Driver License.
