Job Description

The ideal candidate will be a highly motivated individual with expertise in planning principles and practice, exceptional communication skills, and proven success in managing, mentoring and motivating professional staff.  The candidate will demonstrate the ability to maintain a consistent and high-quality work product and a track record of planning experience that includes drafting and implementing Zoning Ordinance regulations and General Plan amendments, managing current or long range planning functions, and experience reviewing, drafting, and editing California Environmental Quality Act (CEQA) documents.  This individual will also be comfortable interacting with elected or appointed officials, will be accustomed to fostering collaboration among diverse stakeholders, and demonstrate leadership ability that includes facilitating internal staff and project teams, high-level project management experience and the ability to identify and reach consensus on solutions to complex problems.

Required Experience / Skills / Education

  • Extensive experience which has led to the acquisition of the required knowledge, skills and abilities.  The required knowledge, skills and abilities may be obtained by completion of a Bachelor’s degree in Urban Planning or a related field and four (4) years of progressively responsible land-use planning experience which includes some training, education or direct experience in the areas of supervisory and management practices.
  • Substitution: Additional experience in land-use planning may be substituted for the education.

DESIRED

  • Experience applying the California Environmental Quality Act (CEQA) to planning-related projects or programs.
  • Five (5) or more years of Professional Planner experience in Current or Long-Range Planning areas.
  • Experience giving oral presentations before decision making bodies.
  • Master’s Degree in Urban or Regional Planning, or a related field.
  • Management experience leading a team of professional planning staff.
  • American Institute of Certified Planners (AICP) membership.
  • Experience working with elected and appointed public officials and government bodies, other public agencies and community groups.

KNOWLEDGE, SKILLS and ABILITIES 

 

Thorough knowledge of:

  • Principles, practices and techniques of urban and regional planning.
  • Federal, state and local laws and regulations relating to planning, land use and environmental protection (e.g. CEQA).

Ability to:

  • Supervise, direct, coordinate and implement major land use planning projects and programs.
  • Collect, analyze and interpret data.
  • set objectives and review recommendations
  • Speak and write effectively.
  • Prepare technical reports.
  • Supervise, train and evaluate the work of professional and technical planning subordinate staff.
  • Establish and maintain effective working relationships with the public and other agencies to provide information and coordinate planning efforts.
  • Communicate clearly and effectively with citizens, interest groups and various public agencies and the Board of Supervisors.
