Job Description
Position: Project Manager of Sub-Regional Partnership Program via SCAG’s Regional Early Action (REAP) Plan
Background: The Southern California Association of Nonprofit Housing (SCANPH) is the leading voice representing the affordable housing industry in a region of over 18 million residents, and our advocacy and programming efforts have contributed greatly toward assisting the financially vulnerable in our communities since 1985. SCANPH is uniquely situated to identify, prioritize, strategize, and lead policy and programming efforts that are designed to create an environment conducive to advancing housing development.
Headquartered in Los Angeles and led by a small but productive team, SCANPH has been contracted by the Southern California Association of Governments (SCAG) to assist with implementation of the Regional Early Action Planning (REAP) Grant, Sub-Regional Partnership Program. REAP is funding provided directly to regional governments such as SCAG in order to accelerate housing production and facilitate compliance in implementing the 6th cycle Regional Housing Needs Assessment (RHNA). Half of SCAG’s REAP funding, or approximately $23 million, will be dedicated to its Sub-Regional Partnership Program, which will support activities and projects prioritized by SCAG’s Sub-Regional partners to augment local housing planning and implementation efforts. SCAG will directly fund projects that are identified by sub-regional partners to support activities that propel 6th cycle housing elements and accelerate housing production.
As part of this contract, Sub-Regional partners will be provided significant technical assistance, in both content and program management, and grantee partners of this funding will be monitored for progress and outcomes closely due to the strict spending timelines required by HCD.
About the Role: SCANPH seeks project management support to carry out core duties associated with the SCAG contract, with the primary responsibility to augment SCAG’s project management for the Sub-Regional Partnership (SRP) Program over two years. The project manager will be responsible for overseeing approximately 10 grants and meet regularly with SCAG to ensure expectations are well defined, project milestones are met, and deliverables are completed on time and within budget. Core responsibilities of the project manager include:
- Grant Management to provide ongoing oversight of the grant budget, deliverables, timeliness, reporting and performance metrics.
- Performance Monitoring and Metrics. As part of the regular grant management process, the project manager will be responsible for coordinating with the SCAG REAP team to develop and track performance of the REAP program and metrics, in particular anticipated housing units to be produced.
- Technical Assistance. The project manager will support SCANPH in facilitating on-call technical assistance to the SRP grantees. As such, the ideal project manager will have some knowledge of housing policy and land use issues.
- Other support as needed. The SCAG REAP team may seek support from SCANPH for other REAP program activities as needed.
The ideal candidate will have urban planning experience, and we will prioritize candidates with strong project management skills, particularly exquisite attention to detail, speed mixed with accuracy, highly responsive, and a strong communicator with a desire to learn, take initiative, and a commitment to advancing housing in Southern California. A self-directed worker is paramount. A strong candidate will have an interest in housing policy and familiarity with managing grants and large-scale projects.
This position will be under the supervision of SCANPH’s Director of Public Affairs & Programs and SCAG’s Housing Program Manager.
Responsibilities:
- Capacity to oversee project objectives and parameters in partnership with SCANPH staff.
- Support all aspects of the SCAG contract to handle project management duties, including project status meetings and progress reports.
- Administrative details, such as communications protocol, meeting frequency, progress reporting, scheduling, and invoicing.
- Ability to adhere to and report on a written work plan; produce and submit monthly project reports to SCAG.
- Review and monitor monthly progress reports of all Sub-Regional Partnership Program activities
- Coordinate with the SCAG housing team to ensure robust and complete metrics and performance monitoring across the entire REAP program.

Office Environment: This position will be a virtual, work from home position until SCANPH staff fully returns to our offices in Little Tokyo, Downtown Los Angeles.
Required Experience / Skills / Education
Requirements:
- Bachelor’s degree. Preference for a master’s degree in urban planning.
- Excellent writing and communication skills, as well a keen attention to detail and the ability to handle multiple tasks under short deadlines, are essential qualities.
- Thrive in a fast-paced environment and work well under pressure
- Strong customer service and relationship-building skills
- Minimum of two years of experience in project management.
- Understanding of and commitment to the mission and goals of SCANPH, including an interest in housing.
Preferred Qualifications:
- Experience managing grants and associated deliverables
- Familiarity with web-based marketing and webinar platforms
