Job Description

Impact Sciences is seeking a Technical Specialist with a focus on air quality and climate change. Primary responsibilities include preparing air quality and greenhouse gas emissions analyses and mitigation, climate/adaptation planning, health risk assessments, environmental impact analysis and report preparation in support of CEQA/NEPA projects. A thorough understanding of the current regulatory and technical air quality and climate change environment is essential. The Technical Specialist will coordinate with internal and external technical staff to develop sound and novel approaches and solutions for environmental compliance, environmental documents, and supporting technical analyses.

Key Responsibilities

  • Preparing air quality and greenhouse gas technical reports
  • Researching and interpreting air quality and climate change legislation and policy
  • Solving quantitative and qualitative problems
  • Preparing scopes of work for proposals
  • Coordination with project managers on schedules and budgets

Required Experience / Skills / Education

Qualifications

  • Bachelor’s and/or advanced degree in Environmental or other Earth Sciences, Economics, Engineering, Statistics, Mathematics, Computer Science, Atmospheric Science/Meteorology, Chemistry, Physics, or related subjects
  • Experience preparing air quality and climate change impact analyses pursuant to CEQA/NEPA
  • Experience preparing health risk assessments is desirable but not essential
  • Experience evaluating impacts associated with transportation and housing projects in California
  • Knowledge, understanding, and experience with air quality and climate change computer modeling software and methods (EMFAC, CT-EMFAC, CalEEMod, CALINE-4, AERMOD, HARP, CAL3QHCR, ISCST3, OFFROAD, MOVES, AP-42)
  • Advanced knowledge, understanding, and experience with state and federal air quality and climate change environmental case law, policy, and regulation (CEQA, NEPA, AB 32, SB 32, Clean Air Act, Climate Action Plans, General and Transportation Conformity)
  • Organized and detail oriented
  • Ability to prioritize and multi-task

Professional Skills

  • Strong analytical, problem-solving, and decision-making capabilities
  • Strong quantitative and/or modeling skills a plus
  • Excellent written and oral communication skills
  • Ability to prioritize and multi-task, and the ability to work under strict deadlines in a fast-paced environment
  • Ability to work independently and as a team
  • Ability to work with all levels of internal staff, as well as outside clients and vendors
  • Sound business ethic
