Job Description

The ideal candidate will be able to demonstrate expert-level knowledge of current planning procedures and practices and environmental review requirements.
The individual will be experienced and comfortable with concurrently managing complex current planning assignments, administrative responsibilities, and serving as a lead for the staff. The individual will possess strong public presentation skills and the ability to produce professional quality staff reports. The candidate will have a sense of urgency, a strong commitment to providing quality service to the community, and a desire to support and help build a strong current planning section. The individual will bring a positive attitude and exercise thoughtful decisions-making and leadership.

The Principal Planner will report to the City Planner. The ideal candidate will have the required experience to lead and perform expert level professional planning work and will handle the most complex and politically sensitive current planning assignments, including managing the preparation of environmental impact reports under the California Environmental Quality Act. In addition, there is also an opportunity to work in our Historic Preservation program.

This position will be responsible for preparing professional quality staff reports and presenting projects to a variety of audiences, including the public, appointed commissions, and elected officials. Additionally, they will assist in the supervision and mentoring of a talented team of planning professionals who are focused on processing current planning applications and delivering exceptional customer service. Essential duties will include:

  • Develop and recommend changes regarding zoning and the General Plan; write and present reports; advise the City Council and Planning Commission on zoning and planning matters.
  • Develop and present recommendations on development permits, conditional use permits, variances, tentative tract maps, residential planned development permits, as well as other zoning applications; prepare appropriate reports, and prepare Environmental Initial Studies to comply with the California Environmental Quality Act (CEQA).
  • Prepare reports, projects, and meeting agenda items for the Planning Commission, City Council, Historic and Scenic Preservation Commission, and Development Review Committee; attend public hearings; advise the Planning Commission, and City Council on planning; confer with City officials and the public on City planning matters.
  • Participate in budget preparation by identifying future expenditures and providing cost estimates on selected items.

Required Experience / Skills / Education

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university with major course work in planning, public or business administration, or a related field.

Experience: Five (5) years of increasingly responsible experience in the field of municipal planning.

License/Certificate: A valid California driver’s license
