Job Description

Nature of Work

This is responsible supervisory professional work in design, development, and planning of City Parks, open space areas, and recreational facility projects.  This position is not routine, clerical or ministerial nature and requires the exercise of independent judgment.  Work involves performance of specialized technical work in park design and planning, supervision of subordinate personnel, and project management of large scaled complex park design planning projects. Independent judgment is exercised in the application of professional techniques and principles to the basic problem of designing and redesigning parks to meet the current needs of the citizen.  Work differs from that of a Park Planner in complexity and supervisory responsibilities that may be assigned over professional and clerical personnel. Assignments are received from the Department Director, or designee, who reviews work through consultation and analysis of work performed.

 

Essential Functions

Manages and coordinates park and recreation planning studies through subordinates and other department staff and independently works on the large scale and more complex park planning assignments.

Overall responsibility for the day-to-day management and updating of the System Master Plan and Recreation Plan. Participates in the Planning Department’s update process for the Level of Service Plan and Comprehensive Plan.

Conducts reviews and makes recommendations, as necessary, on proposed landscape, architectural and design plans for City parks.

Researches, compiles, and correlates preliminary planning data from divisions in the department and outside sources to be used, in conjunction with other City departments, in designing and planning City parks to determine recreation and open space needs tied to development feasibility.

Coordinates and leads park and open space land acquisition team along with other City departments.

Trains new and existing Planning Department personnel on work to be performed in accordance with established procedures and guidelines.

Prepares and formulates design guidelines, maps, drawings and graphic displays of plans for new parks or park improvements, trails, open space areas, and facilities.

Works with community groups to implement and facilitate open, high quality public project review processes with the public, City, or other municipal staff to reach consensus on park policy and site and recreation facility development and evaluates programs, services, and activities to ensure the needs of the public are met.

Makes presentations of park plans to the public, other City Departments, homeowner associations and advisory boards, including, but not limited to, the Parks and Recreation Advisory Board, Planning Board, and City Council.

Prepare reports on various projects in the general field of park improvements.

Provides input on environmental effects of City capital improvement projects, as needed.

Keeps up departmental library of park master plans, operational plans, as built plans and proposed plans; compiles and manages all project data including, but not limited to, statistical and technical information, cost estimates, and specifications.

Oversees and maintains an inventory of city parks, park amenities and facilities, and other city owned property maintained by the Parks & Recreation Department; collaborates with other City departments to ensure inventory is accurate and up to date.

Assists in researching for and preparing grant proposals for submission to State, Federal and private sources; manages and oversees park planning grants, as needed.

Responsible for continuously updating job knowledge and skills related to park and recreation facility planning and design methods, safety and accessibility considerations, construction materials and methods, City policies, City zoning and land use regulations, City design criteria, and other governmental regulations.

Performs other related duties as required.

Required Experience / Skills / Education

Minimum Requirements

  • Bachelor’s degree in Urban Planning, Landscape Architecture, Environmental Planning & Design, or a closely related field
  • Considerable three (3) years experience in the planning and design of large and complex municipal parks.
  • Valid Driver’s License from any state (Equivalent to a State of Florida Class E) may be utilized upon application,
