The City of Rolling Hills Estates, located on the beautiful Palos Verdes Peninsula in southwest Los Angeles County, was incorporated on September 18, 1957 in order to preserve its unique rural-residential and equestrian environment. With a population of 8,000, the City encompasses approximately 4.18 square miles and more than 25 miles of scenic trails. Residents of Rolling Hills Estates enjoy a temperate climate cooled by westerly sea breezes, creating idyllic weather conditions.

 

Under general supervision of the Community Development/Public Works Director, with minimal direction, this position oversees and supervises current and long range planning activities; researches, formulates and recommends planning actions; leads environmental and sustainability programs, coordinates and performs zoning and code enforcement activities and oversees the functions and contracts of the Department of Building and Safety.

 

The City of Rolling Hills Estates is seeking a forward-thinking Planning Manager who will develop and oversee the City’s current and long-range planning services.

 

The ideal candidate will bring a breadth of experience in managing the planning department, including complex and sensitive land use entitlement projects, navigation of existing and upcoming local and State laws, codes and regulations, and the facilitation of public meetings and hearings. Experience in environmental and sustainability programs is desirable. Along with having this technical knowledge, the Planning Manager will be highly attuned to the political nature of city planning while working with community members and City staff.

 

The successful candidate will be an effective communicator, relationship builder, change maker, creative thinker, and leader. Being flexible to change, results oriented, and knowledgeable about the functions and processes of municipal organizations is highly important.

Required Experience / Skills / Education

A Bachelor’s Degree from an accredited college or university with a major in city or urban planning, public administration, architecture, geography, economics, or related field, is required. A Master’s Degree, or graduate-level training, in planning or related field, is desirable. Five years in a progressively responsible position in municipal planning, including supervisory experience and two years with a City or County is additionally required. AICP Certification is highly desirable.
