Senior Housing Program Analyst

Job Description

Under general supervision, performs a wide variety of highly complex analytical activities within an assigned functional area. Positions in this class serve as team lead within the Management Analyst series. A team lead provides general and specific direction to subordinates as assigned by senior staff members.
Key roles of this position will include the coordination of City housing programs and real estate activities with other divisions and departments and provide highly responsible technical support to the Deputy Director and Director of Community Development. This position may also be responsible for negotiating real estate transactions, conducting compliance inspections, and performing related work as required.
This new position (Senior Management Analyst for Housing Programs) will develop a strategic vision, plan, organize, implement, and direct the activities of the City’s housing programs including but not limited to affordable housing development, acquisition and disposition of SR 710 surplus properties, Housing Element implementation, homelessness initiatives, Federal, State, and Community grant programs.

Required Experience / Skills / Education

Education/Experience:
Graduation from accredited college or university with a bachelor’s degree in public administration or policy, political science or a related field, and at least three-years of increasingly responsible and/or complex analytical and administrative experience with a governmental agency, preferably within a municipal setting. A master’s degree is highly desirable and/or may be substituted for at least three years of related experience.
Knowledge of: 

The Senior Management Analyst (Housing Programs) should have an extensive working knowledge of federal, state, and local law as it pertains to housing programs, affordable housing development, housing elements, and real estate. Research and report writing techniques and research and grant writing techniques; data collection and analysis; functional areas of governmental departments and agencies; and modern office methods, procedures and practices including automated word processing systems, excel, power point, adobe, and other software and statistical applications.

Ability to:
Communicate effectively both verbally and in writing; work independently; understand, interpret and apply related concepts; independently complete a variety of assignments; prioritize multiple work projects and meet deadlines; establish working relationships with other city departments, agencies, and the public.
