Job Summary
Performs complex professional planning duties related to the development and implementation of the city’s planning and zoning ordinances and regulations, General Plan, Local Coastal Plan and Specific Plans.
SUPERVISION: Works under the general supervision of the City Planning Manager, Community & Strategic Planning Manager and/or designee who makes detailed work assignments, periodically reviews work in progress and carefully reviews work upon completion. May coordinate the work of Assistant Planners on a specific project basis, outlining work assignments, frequently reviewing work in progress, and carefully reviewing completed work.
Representative Duties
Conducts land use, demographic, economic studies and other research activities on a broad range of community and economic development subjects.
Reviews building permit and planning applications for property development projects for compliance with City plans, ordinances and other requirements. Makes recommendations to Senior Planners, Principal Planners, Principal Urban Designer, Managers and the Director of Planning and Community Development.
Performs field work for preparation of plans. Analyzes data and prepares reports and graphic presentations.
Meets with representatives of city divisions and departments, outside agencies and general public to examine proposed property development projects.
Initiates, presents and incorporates revisions to planning and zoning ordinances and regulations.
Prepares reports on planning policies and long range planning activities.
Acts as project manager for General Plan elements, community master plans, and specific plans.
Analyzes regional, state and federal legislation related to community and economic development issues.
Evaluates public and private proposals for development.
Conducts assessments of environmental issues in accordance with state and federal guidelines.
Makes presentations to city staff, elected officials, and Board and Commission members.
May act as Secretary to the Architectural Review Board or Landmarks Commission, as assigned.
Performs other related duties, as assigned.
Requirements
Knowledge, Abilities and Skills:
Knowledge of:
Principles, practices and procedures in contemporary urban planning and zoning.
Research techniques.
Effective customer service techniques.
Ability to:
Analyze data and prepare written and oral reports.
Communicate effectively, both orally and in writing.
Establish and maintain effective and cooperative working relationships with City employees, City Boards and Commissions, and the general public.
Provide effective customer service.
Understand and interpret building and zoning plans, regulations, and codes.
Skill in:
Using a personal computer and applicable software applications.
Education, Training and Experience:
Graduation from an accredited college or university with a Bachelor’s degree in Urban Planning, Geography, Landscape Architecture, or a closely related field. Two years of recent, paid work experience in government related planning. Master’s degree in Urban Planning or a closely related field and/or American Institute of Certified Planners (AICP) registration is desirable.
Licenses and Certificates:
Possession of a valid class C driver license.
